SUMMARY fi RECOINENDATIONS
The Town of Columbia has requested au SOC in artier to add 6000 gpd of
domestic waste to its secondary -type wastewater treatment facility. At the
present tire, the plant i.a discharging 170,000 gpd into Scuppernong River
in tlhe Pasquotank River Basin. The river is clasaif ied SC end is tidally
affected. hodeling predicts, with a freshwater flow of 20 cfs and under
present operating conditions, the discharge will cause the U.O. in the river
to drop to only 6.64 rag/1. If 6000 gpd were added, the miniusm U..0. in the
stream remains the same. Therefore, the additional wastcfiotr would not be
responsible for any D.O. violations in the stream.
gulf -monitoring data for Columbia indicates that they ere consistently
in compliance with their permit limits for all parameters except for waste -
flow.

Columbia's WWIP over the put year:

The receiving stream for the Town of Columbia's discharge is Scuppernong
River, a class ''SC" stream in the Pasquotank River Basin. At 7Q10 flow,
modelinz indicates the D.O. will not drop below the stream standard at either
present conditiorss or with the additional 6000 gpd of waste.

This letter is to serve as a formal request to allow the wn af---•
Columbia to install a sewer main to a development called Gilbern Acres.
The reason for this request is that according to our monthly
wastewater treatment reports the Town is over capacity according to
Al Hodges of the Washington office. Since we began working with
Mr. Hodges the Town has raised four manholes and replaced the tops
with solid covers. These manholes are located in an area that floods
frequently. In addition, the Town has an application on file to alter
the flow of the water plant backwash discharge from the wastewater
plant to the Scuppernong River. In addition, we have plans to smoke
test the sewer system with the hope of identifying additional inflow
points. The Town feels that each of the above will greatly decrease
the flow in the wastewater treatment plant to a point well below the
maximum allowed.
The owner of Gilbern Acres plans to develop 12 houses over a
period of about six years, two each year. It is estimated that the
increase in our wastewater monthly flow will be approximately 6,000
gallons of domestic sewer per month per year. The owner of the
property has a considerable investment in the property and has no
way of generating income.
The Town of Columbia would appreciate any assistance that can be
given in order that we may begin construction as soon as possible.
