Per Section 332.8(o)(9) of the 2008 Mitigation Rule, this review followed the streamlined review process. There were no objections to issuing the initial credit release. Please find attached the current signed ledger, and IRT comments below. In addition to these comments, please provide photos of the crossing in future monitoring reports. Please not that additional soil borings or gauge data may be requested in future monitoring years to identify the limits of jurisdiction as wetlands develop. EPA comments, Todd Bowers: At this time I have no serious concerns or comments. 30% credit release of stream and wetland assets was noted as well as the slight CE deviations, non -installed log cross vanes (due to site slope and lack of need for stability structures), and addition of woody debris to riffles. Photos of veg plots and cross sections are excellent. The satellite view from the latest Google Earth image from January, 23 2021 looks good too. The only request I have is for a the report to include the % of stems per species as there were some slight changes to the number and species planted. Minor discrepancy in veg performance at plots #3 and 4 was noted but not of serious concern. I am curious as to the amount of corn that showed up in the photos of XS 7 and 8. Does Axiom expect wetter conditions due to wetland reestablishment to kill or prevent the corn from popping up? Is there a need to manual remove the crops that have encroached into the project if they show up again in the summer of 2021? DWR Comments, Erin Davis: • DWR was initially concerned with the 11 uninstalled log structures, which provide functional uplift and have habitat value beyond bank stabilization. However, DWR was glad to see that woody material was added to the channel riffles. • DWR finds the substitution species acceptable for inclusion in the approved plant list. • DWR appreciates the inclusion of soil boring logs. USACE Comments, Casey Haywood: 1. Appreciate the narrative discussing deviations from the construction plans. 1 2. It was noted that while veg plot 3 meets success, the plot is dominated by bald cypress and accounts for more than half of the planted stems (10 out of 16 are bald cypress). 3. Stream flow gauges: recommend including photo documentation of these monitoring instruments in the baseline report per the 2016 guidance. Please contact the Mitigation Office if you have questions.
