I did an initial review of the submitted baseline report, as -built drawings and credit modification request. I'm
ok with the proposed credit release at the requested modified amount.
I'm going to look at the as -built documents in more detail before next month's site visit and will bring specific
comments/questions to discuss when we meet.

The below referenced FINAL As -Built Monitoring Report review has been requested by Water & Land
Solutions, LLC. Per Section 332.8(o)(9) of the 2008 Mitigation Rule, this review follows the streamlined review

process, which requires an IRT review period of 15 calendar days from this email notification. Please provide
any comments by 5 PM on the 15-day comment deadline shown below. Comments provided after the 15-day
comment deadline (shown below) may not be considered.
SITE VISIT: Please note, it is my intention to schedule a site visit; however, given how booked the IRT is right
now, I will likely issue the as -built credit release prior to our site visit. Based on the IRT's current schedule, it
looks like April 14th or 15th is the earliest date. Please let me know if either of these dates work for you and I
will schedule the site visit.
At the conclusion of this comment period, a copy of all comments will be provided to Water & Land Solutions,
LLC and the NCIRT along with District Engineer's intent to approve or disapprove this Final As -Built and as -built
implementation credit release.

CREDIT ADJUSTMENT: As discussed in the enclosed Scarborough Task 2 Letter, there has been a reduction of
credits due to a revised easement. The letter clearly outlines the changes. Therefore, WLS is requesting the
following credits in conjunction with the as -built report:
15 percent of the total stream restoration and enhancement credits: 1,623.45 stream mitigation units
15 percent of the total wetland restoration and enhancement credits: 16.34 wetland mitigation units
