Dear Mr. McMillan,
The Roughton Commercial Complex is proposed on the south side of U.S. 158 in Kitty Hawk, North Carolina. The
5.45 acres support high dunes ( +/- 16 feet) to low areas ( +/- 2 feet). The low areas support wetlands which are
subject to Section 404 of the Clean Water Act. These wetland areas constitute 1.99 acres of the site. The eight
buildings with sewage disposal, parking, and drive aisles will result in fill being placed in 1.78 acres of wetlands to
allow for the placement of structures as well as setbacks required by the State for sewage disposal. Retaining walls
are proposed to minimize encroachment into wetlands.

On U.S. Hwy 158, turn south on The Woods Road (SR 1208) and turn right on W insor Place.
18. Nature of Activity (Description of project, include all features)
The applicant owns a 5.45 acre wooded commercial tract on U.S. 158 in Kitty Hawk, North Carolina. The ridge and swale topography
results in features as high as 16 feet to areas below the 2 -foot contours. These low areas support 1.99 acres of wetlands subject to Section
404 of the Clean Water Act. The applicant proposes to construct eight buildings on the 5 lots including sewage disposal, parking, and
drive aisles. The project will result in 1.78 acres of wetland fill.

The project will support retail, office, and storage facilities on the five commercial lots. Each building will be served by a ground
absorption sewage disposal system and will provide parking as required by the Town of Kitty Hawk for the size and intended use of each
structure.

The following price quote is given in reply to your request for the purchase of 3.56 non- riparian
mitigation credits from The Great Dismal Swamp Restoration Bank- Timberlake Farm for your
Roughton Commercial Complex project. These credits (HUC Code 03010205) are currently
available from our Timberlake mitigation bank.
The cost is Sixty-Eight Thousand, Three Hundred, Fifty -Two Dollars ($ 68,352.00), based on the
pro -rated price of $19,200.00 per credit. This quote will expire on November 30, 2012. To
complete this transaction, we will require payment in full. Once payment is received, the credit
