the volume of wastewater to be permitted in this project has been evaluated along the route to the receiving
wastewater treatment facility and that the flow from this project is not anticipated to cause any capacity
related sanitary sewer overflows or overburden any downstream pump station en route to the receiving
treatment plant under normal circumstances, given the implementation of the planned improvements
identified in the planning assessment where applicable. This analysis has been performed in accordance
with local established policies and procedures using the best available data. This certification applies to
those items listed above in Sections I and II plus all attached planning assessment addendums for which I
am the responsible party. Signature of this form certifies that the receiving collection system or treatment
works has adequate capacity to transport and treat the proposed new wastewater.

Coastal Plantation Phase 4, Parkwood Station
Background:
The owner of the Coastal Plantation Phase 4 Development, Jensen's, Inc., has contracted
W.K. Dickson to evaluate the Parkwood Sewer Pump Station to determine if the station
has available capacity to receive flow from the build out of Phase 4. The existing duplex
station is equipped with (2) Sulzer Piranha PE45 2/1) grinder pump. A draw down test
was performed on February 14, 2020 by Pluris Holdings, LLC. The draw down test
yielded a flow of 62.7 gpm discharging from the station pumping against a system
pressure of 26 psi measured at an ARV located on the force main along US 17. Both
existing pumps were tested and yielded similar results.
The proposed conditions with the Loblolly Pump Station discharging to the Parkwood
Station were evaluated and found to be 95 gpm with a Total Dynamic Head (TDH) of 107
ft. The Parkwood Station pumps to a 4" force main with a connection to a 10"
force main on US 17. The US 17 force main discharges to the newly constructed Pluris
regional station located along US 17 in Hampstead, NC. The following information was
used in this analysis:

Results:
Based on this analysis, the existing Parkwood pump cannot meet the future capacity
needed. W.K. Dickson recommends a larger more powerful pump that can deliver 95
gpm in an operating range that coincides with the attached system curve.

On behalf of Pluris Hampstead LLC, we are pleased to submit for your review responses to comments
received via email on February 23, 2021.
1) In reviewing the project narrative, the proposed replacement station is designed at 68-gpm to
serve 66 existing lots plus 71 lots & pool complex trom the Phase 4 pump station, but then states
the subject station receives flow from 195 lots plus a pool complex. Thus, the math is not quite
adding up.
Response: The replacement Loblolly Station handles flow from an existing 66lots, plus 71
new tots from Phase 4 that drain via gravity into the Loblolly Station, plus the flow received
from Pump Station =1, on Fruitwood Drive (WQQ0040752), that contributes an additional 58
lots, for a total of 195 lots plus the future clubhouse and pool. The narrative has also been
revised to more clearly explain the existing and proposed service areas.
2) Please clarify the number of lots serving each station.
Response: The narrative has been revised to clarify the existing and proposed conditions.
3) Clarify how the existing Parkwood Station (30-gpm station) can receive the additional flow from
the Loblolly station without having an issue given it has little to no gravity sewer to buffer the
incoming tlow from the subject station'
Response: The existing Parkwood station currently operates at approximately 62.7 GPM.
Please see the attached memo from WKD recommending improvements to the Parkwood
Station by WKD to Pluris. A permit package for this pump station upgrade was submitted
separably by Michael Gallant on April 1, 2021.
4) Please provide a FTSF showing all the pump stations downstream of the subject pump station
receiving its flow.

subject pump station and the SVIVTP.
5) Please provide a copy of the existing sewer system map for the development with all its pump
stations wj1Ds and their force main plans plus the Phase 4 and its pump station and force main.
Response: Please see revised Sheet 02 as well as a Cover Sheet provided by Pluris that was
used for construction of the force main
6) Any pump station designed to receive 15,000 GPI)must have a dedicated on -site automatically
activated backup generator or pump. Thus, a portable pumping not is not an option as was
selected on the application.
Response: A permanent bypass pump has been selected and added to the plans.

Project Narrative
BACKGROUND
Coastal Estates subdivision project is a well -established and well -maintained high -quality
manufactured housing community designed for citizens 55 years of age and older. Coastal
Estates started in 1982 and underwent expansions in 1993, 2005, and 2010 Milt the most recent
expansion (Phase 4— 138 lots) under construction in 2019. In the final built out stage, there arc a
total of 246 lots on the 65.05-acre parcel (PIN 3292-39-3661-0000). The subdivision k in
Hampstead, NC (Lat: 34`22'41 "N, Long.: 77'41'48" W).
The purpose of this project is to analyze the effects of the additional flow from the lots built with
the Phase 4 construction on the existing two pump stations that serve the community.
This project proposes upgrades to the Loblolly Pump Station and an analysis of the Parkwood

PROJECT DESCRIPTION
There are 3 pump stations that serve the Coastal Plantation community: WQ0040752 on
Fruitwood Drive (Phase 4 pump station), an unpermitted prunp station on Loblolly Trail, and
W00038698 on Parkwood Trail. The Parkwood Trail Station is the last in the series that serves the
neighborhood and drains via force main out into a gravity line on US Highway 17.
Residences in the project area contribute a design flow rate of 120 gpd per unit after an approved
60 gpd per bedroom flow reduction by NCDEQ in 2017. There are 2 amenity centers in the
comnnrnity, one existing and one proposed, both with clubhouses that contribute or will
contribute 50 gallons per 100 square foot of the facility and swimming pools have an estimated
50 daily users contributing 10 gpd. The Coastal Plantation waver system eventually discharges to
the Pluris-Hampstead Wastewater Treatment Plant which has confirmed there is available
capacity to accommodate treatment of this development.
Pump Station Number 1 - W00040752 - Fruitwood Drive
This prunp station was designed with the most recent phase (Phase 4) of the subdivision and is
excluded from this anahsis and upgrade project. Below is a breakdown of the flow handled by
the station:

This pump station is located at the end of Frnitwood Drive and discharges to an existing sewer
manhole at the intersection of Bear Creek Drive and Nandina Drive through a 4" PVC force
main. This gravity sewer drains to the Pump Station Number 2 at Loblolly Trail.
This station will be built with the remaining lots in the subdivision.
Pump Station Number 2 - Loblolly Trail
The Loblolly Station is located near the intersection of Loblolly Trail and Cypress Circle. Below
is a breakdown of the flow handled by the station:
Existing Lots draining directly to Station: 66 single family residential homes
Additional proposed lots coming directly from Phase 4 development: 71 single family residential
lots
Contribution from the Fruitwood Station: 58 single family residential lots
Total lots contributing to Station: 195 single family lots plus future clubhouse and pool
Total GPD: 20,150
This pump station was completely re -designed and re -constructed to property handle the flow
contributed by the addition of lots in Phase 4 development The influent or effluent gravity/force
main lines will not be modified as part of this project. This station discharges to a sanitary see,er
manhole adjacent to Pump Station Number 3, Parkwood Station through a 4" PVC force main.
The station will be upgraded to HOMA AV334-200/5,5T/C pumps doith an operating point of 114
GPM at 33 feet of TDH.
Pump Station Number 3 — W00038698 - Parkwood Trail
Parkwood Station (W00038698) %%,as recently upgraded in 2017 near the intersection of Parkwood
Trail and Cone Bark Lane. Below is a breakdown of the flow handled by the station:
Lots draining directly to Station: 42 single family residential homes plus existing clubhouse and
pool
Additional Lots coming directly from Phase 4 development: 9 single family residential Tots
Flow coming from Loblolly Station:
Total lots contributing to Station: 246 single family lots plus existing clubhouse and pool plus
future clubhouse and pool

This station was analyzed for its capacity, but replacement of the pumps is the responsibility of
Pturis Holdings, LLC. A memo of recommendations was provided to Pluris for their
consideration, and a design permit package for Parkwood Station was submitted be others.
Please Refer to calculations in Appendix A for existing and proposed condition reports for the
Lobloll' Station and the attached Memo for the recommendations being made for the
Parkwood Station.
