D. Impact Justification and Mitigation
1. Avoidance and Minimization
1 a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
Property is severely constrained by geometry (i.e. narrow triangular shape bounded by public roadways) and the existing
culvert which discharges near the center of the tract. The narrowest sections of the tract are at the southern and northern
ends; these areas, respectively, will be left undeveloped and converted from impervious (rooftop and pavement) into pervious
(landscaped) surface. The proposed design has parking areas sized to the minimum required by municipal codes. Even
though the building footprint is increased by 3,000 SF from existing, a more efficient vehicular circulation pattern allows the
overall vegetated portion (i.e. landscaped areas and planting islands) to be increased, resulting in a significant overall
reduction of impervious surface (58% existing to 45% proposed).

Culverts will be pre - fabricated to avoid potential contact of onsite waters with curing concrete. Placement of culverts will be
done 'in the dry' using coffer dam and pump around methodology. All appropriate sediment and erosion control measures will
be used throughout construction.
