Subject: Beaufort Bridge#249 permit modification to allow changes to the mitigation plan

Dear Mr.Lane,Mr.Ward,Mr. Steffens
Regarding the bridge replacement Beaufort 249,The NCDOT is requesting a permit modification to allow
changes to the mitigation plan. The following is a timeline of events provided by Sarah Lentine that have
taken place onsite.
10/22/19—Temporary fill removed
11/20/19—Final inspection(Steven Lane invited and could not attend)
01/2020—Steven Lane contacted Heather Lane regarding the coastal species to be planted.The list was
provided,he asked for some changes,and those were made.
3/2020—Steven Lane questioned the elevation of the temporary fill area.A meeting was held and he
suggested matching the lowest elevation on the existing grassy area around where fill will be placed.
5/2020—Fill was placed by NCDOT Maintenance forces and confirmed the target elevation.
6/2020—Plants were ordered.
6/16/2020—Steven Lane was informed that the area had been filled and the plantings still needed to be
done.
The following is a continued timeline of events provided by Matt Green:
7/27/2020--Div.2 Roadside completed marsh grass planting with Black Needle Rush and Big Cordgrass
within CAMA area. At the time of planting,site had approximately 6 inches of water. Div.2 made the call
to proceed with planting since the Hurricane was approaching with more rain in the forecast and we were
already outside of the marsh grass planting window. (Div.2 Roadside had been keeping an eye on this site
since June 4 but the water level never went down much.)
9/10/2020--REU performed Year 1 monitoring. 404 area: partial tree survival noted,CAMA area: no
marsh grass survival noted.

We had a meeting onsite 3/24/21 to discuss options with the mitigation area.It was noted during the
meeting that although fill material had been placed within the temporary impact area to bring it up to grade
it had either settled,been washed out or a combination of the two.The water levels remained relatively
high throughout the monitoring process and there was very little success with the CAMA area plantings.
Most of the mitigation area has reestablished with a vast amount of(SAV).Travis Wilson(WRC)noted the
permit condition requirements for mitigation planting but spoke in favor of the current SAV habitat over
the refilling/replanting of an already great established habitat.Tom Steffens(COE)and Garcy Ward
(DWR)were in concurrence. Stephen Lane was to review within his agency my proposal to not destroy an
established SAV habitat to take another chance at replanting the whole mitigation area. Instead leaving the
site as and replanting a 4-foot fringe of sawgrass to parallel the shoreline for shoreline protection.
3/29/21 Stephen Lane informed me of proposal approval with a formal permit modification request.
NCDOT proposes to recheck elevations on existing sawgrass populations and establish a target elevation
on 80 linear feet of shoreline and replant a 4 ft flat width of Sawgrass totaling 320 sq ft.(Refer to drawing
attached)The normal monitoring procedures will follow the planting.A turbidity curtain will be in place
during any filling or disturbance to the open water to contain any offsite erosion or sediment loss.
There is a in water work moratorium in effect from February 15th—September 30th.NCDOT is requesting a
waiver to allow this proposed work to be done along the shoreline.Turbidity curtains will remain in place
while this work is being done.
The planting window for this season is April 15—May 15.Plants have been ordered.We would like to
have all permit mods and moratorium waiver in place to meet the planting window.
