As part of the inspection a tour of the Wastewater Treatment Plant was conducted: All observations and recommendations are in Part D. Summary of Findings/Comments of this inspection report.. The NPDES permit was available upon request. 2. A compliance evaluation for the period January, 1999 through December, 1999 revealed no NPDES permit violations for this period. 3. The following parameters are analyzed on site at the Dunn WTP: pH and Chlorine Residual. The Total Suspended Solids are analyzed at the Dunn WWTP laboratory. The parameters Iron and Aluminum are analyzed by the independent laboratory Chemical and Environmental Technologies, Inc. 4. The calibration records for the 4 and 7 pH buffers were reviewed and were correctly recorded. 5. Laboratory data was reviewed for the period March, 1999 through June, 1999. All data seemed to be correctly recorded and reported on the DMR. 6. The flow rate is determined by the pumping rate (GPM) multiplied by the time (in minutes) divided by 1440/mins/day=gals/day. The calculated flow rate is logged everyday. 7. Backwash water from the filtration system and solids from the sedimentation basins of the water plant flow into a 1.5 MGD lagoon. At the time of inspection, the lagoon was loaded about 3/4 of the maximum capacity of wastewater. From the lagoon, it is pumped to a clar vac system where the solids settle and the clear water is discharged to the receiving stream. The solids are then transferred into one of five drying beds. Previously, the sludge was being hauled to the Dunn WWTP and mixed with sludge there for land application. A recommendation was made, and now the WTP has a land application permit to dispose of their own sludge. At the time of inspection, all five drying beds were full. A recommendation was made to clean weeds that are growing along the drying beds and to repair several cracks that were in the drying bed walls. One crack did appear to have some seepage. 8. It has also been recommended that a new pipeline be installed from the sedimentation tanks to the head of the lagoon. Currently, solids from the sedimentation tanks are deposited into the lagoon at the same location where the lagoon wastewater is pumped to the clar-vac. This is not an efficient method because of the lack of settling time in the lagoon. If a new line were installed at the head of the lagoon, that would give more adequate time for solids to settle and lessen the amount of sludge being pumped into the clar-vac system.
