As part of theinspection, a tour of the Water Treatment Plant was conducted. All observations and recommendations are in Part D. (Summary of Findings/Comments) of this inspection report. A Compliance Evaluation Analysis Report for the period of January, 2000 through December, 2000 revealed no NPDES permit violations. 3. Laboratory records for the months of September, 2000 and October, 2000 were reviewed. All benchsheet data appeared to be correct as reported on the DMR's. Calibration records for the 4 and 7 pH buffers were also reviewed and being correctly recorded. 4. Chlorine Residual and pH are analyzed on site. Total suspended solids are analyzed at the Dunn WWTP laboratory. Iron and Aluminum are analyzed by the commercial laboratory, Chemical and Environmental Technologies, Inc. 5. Maintenance records were also reviewed and properly documented. Flow rate, at this facility, is determined by multiplying the pumping rate (GPM) by the pump time (in minutes) and dividing by 1440 min/day= gals/day. Flow rate is logged everyday. 6. Alum sludge from the sedimentation basins and filter backwash make up the wastewater produced at this facility. The wastewater flows into a 1.5 million gallon lagoon. From the lagoon, the wastewater is pumped into a clair-vac system where the solids settle out and the clear water on top flows over the weirs to the receiving stream. Initially, the sludge build up in the clair-vac system was designed to flow into five (5) drying beds for -further processing. Currently, the drying beds are not being used and the sludge in the clair-vac system is directly transferred back into the lagoon. Once the lagoon has reached its sludge holding capacity, the lagoon is then pumpedand the sludge is disposed of at a permitted land application site. It was also recommended to Mr. Glover, "ORC,'' that once the lagoon has reached its maximum sludge holding capacity, immediate action needs to be taken to remove the sludge in order to prevent any NPDES permit violations. 7. The outfall was accessible and the effluent was very clear. 8. As a reminder, the current NPDES permit will expire on September 30, 2001. A permit renewal application needs to be submitted at least 180 days prior to the current permit expiration date. Beli da S. Henso 2 ..
