Enclosed is a copy of the Compliance Evaluation Inspection conducted on February 28, 2002.
As part of the inspection, a tour of the Water Treatment .Plant was conducted. All
observations and recommendations are in Part D. (Summary of Findings/Comments) of this
inspection report. Remember, it is our goal to insure the quality of the surface waters of this State.

Section D: Summary of Findings/Comments:
1. A copy of the NPDES permit was available upon request.
2. A review of the Discharge Monitoring Reports for the period of October, 2000 through October, 2001
was conducted. The review revealed that there were no NPDES permit violations during that period.
3. Laboratory records for the months of May, 2001 and September, 2001 were reviewed. All
benchsheet data appeared to be correct as reported on the DMR's. Calibration records for the
4 and 7 pH buffers were also reviewed and being correctly recorded.
4. Chlorine Residual and pH are analyzed on site. Total suspended solids are analyzed at the Dunn
WWTP Laboratory. Iron and Aluminum are analyzed by the commercial laboratory, Chemical
and; Environmental Technologies, Inc.
5. Maintenance records were also reviewed and properly documented. Flow rate, at this facility, is
determined by multiplying the pumping rate (GPM) by the pump time (in minutes) and dividing
by 1440 min/day= gals/day.
6. Alum sludge from the sedimentation basins and filter backwash make up the wastewater produced at
this facility. The wastewater flows into a 1.5 million gallon lagoon. From the lagoon, the wastewater
is pumped into a clair-vac system where the solids settle out and the clear water on top flows over the
weirs to the receiving stream. Initially, the sludge build up in the clair-vac system was designed to
flow into five (5) drying beds for further processing. Currently, the drying beds are not being used
and the sludge in the clair-vac system is directly transferred back into the lagoon. Once the lagoon
has reached its sludge holding capacity, the lagoon is then pumped and the sludge is disposed of at
a permitted land application site. At the time of inspection, the sludge holding lagoon was less than
24 inches from being completely full. There have been concerns in the past about the proper
time interval for scheduling the lagoon to be cleaned. There was also a Notice of Violation at this
facility in June, 2001 for illegally discharging supernatant from the lagoon into a drainage ditch.
Periodic follow-up visits will be conducted to see what action is being taken to clean the lagoon. Please
submit a plan of action detailing what steps will be taken to assure the proper removal of sludge from
the holding logoon. A response should be submitted to this office no later than April26, 2002.
7. The outfall was accessible and the effluent was clear.

The City will continue to use land application in conjunction with biosolids from
the wastewater plant to dispose of alum sludge generated at the water treatment
plant. The removal of the sludge will usually be in the spring of the year to
coincide with the farmers planting schedule. The majority of the alum sludge will
be applied to crop land rather that pasture. If land is available an application will
be made in the fourth quarter of the year.
Land application will be the primary method of disposal. Co -mingling with the
wastewater sludge is an option if necessary. The drying beds at the water
treatment plant are being cleaned and the beds at the wastewater treatment
plant are available as a last resort. Drying beds, as you know, are the least
effective way of disposal for alum sludge.
As you are aware there is an ongoing construction project that has hampered our
operations since June of 2001. The relocation of the solids return to the lagoon
from the concentrator and a new loading area for the tankers are included in the
project. Operational procedures that can be put in effect after the construction
are being considered to generate less alum sludge. Plans for a holding tank
similar to the one at the wastewater plant for solids will be formulated for future
construction.

The land application permit was `modified in August of 1999 for the disposal of
alum sludge. The process is .,not` perfect. at this time but working under current
restraints it is satisfactory. Continuing efforts will be made to be sure that all
areas of the permitare followed.
