Meeting Request Form is used in accordance with 40 C.F.R. Section 121.4(a) which states "At least 30
days prior to submitting a certification request, the project proponent shall request a pre -filing

respect to local landmarks such as towns, rivers, and roads.
2. Provide a detailed site plan showing property boundaries and proposed locations of
vegetation clearing, buildings, retaining walls, docks, impervious surfaces, rip rap, excavation
or dredging below Full Pond/ Normal Water Level elevations, and construction access
corridors. You may use the diagram provided at the end of this application form.
3. Attach a photograph of the shoreline/ buffer proposed to be stabilized. (Include a scale of
some sort- a yard stick, shovel handle, etc.)

(residential, undeveloped, etc.): Undeveloped area with existing improved shoreline with
rip rap stabilization.

avoided, or why it is necessary): Proposed ramp is needed to provide maintenance
access to the lake at a location that is near the existing dam. Ramp and side slopes will be
stabilized with underlying fabric and rip rap.

NCDEQ 401 WATER QUALITY CERTIFICATION
SHORELINE IMPACT AREA CALCULATIONS
APPLICANT: Eagle Creek Renewable Energy

STABILIZATION IMPACT AREA CALCULATIONS
The attached shoreline site plan shows 30 LF of proposed shoreline stabilization measures.
The ramp profile drawing shows a proposed ramp slope that is graded at approximately 5:1 and
reflects that the estimated normal pool level is at the base of the proposed ramp and the
estimated height of the subject shoreline above the normal pool level is approximately 15 feet.
Calculation 1— Impact Area Below Normal Pool Level (Item 10 on NCDEQ Form)
Area of Impact = Shoreline Length x Depth* x Slope
= 30LF x 1ft x 5
= 150 sq. ft.
*For this calculation, an average water depth of 1 ft. has been assumed. This will
produce a conservative overestimate of the stabilization impact area.
Calculation 2 — Impact Area Above the Normal Pool Level (Item 11 on NCDEQ Form)
Height of Bank Above Normal Pool at the ramp is approximately 15 feet and the ramp
width is 20 feet.
Estimate 20 LF of Ramp/Shoreline = 14 ft. Above Normal Pool
Area of Impact = Length x Height x Slope
= 20'x14'x5
= 1400 sq. ft.
The ramp side slopes will be graded to a 2:1 slope and stabilized with rip rap. Based on
the ramp profile, the maximum height of the side slopes is estimated to be 5 feet. The
ramp length is estimated to be 50 feet.
Area of Impact = Length x Height x Slope
= 50'/2x5'x2
= 250 sq. ft.
Impact From Construction Above Shoreline Stabilization - Assume 10 ft. Wide Zone
around the perimeter of the ramp and graded side slopes.
Area of Impact = 120 LF x 10 ft.
= 1200 sq. ft.
Total Area of Impact Above Normal Pool Level = 2850 sq. ft.
