Mr. Shaver:
As you are aware, the Department has monitored the US 17-74-76 Temporary Impact Site's since
they were restored to pre-project conditions in January 2017. Located in Brunswick and New
Hanover counties adjacent to US 17-74-76, the six permitted sites encompass the following
temporary impacts associated with the R-3601 project: 0.06-acre of roadway impacts (0.01
temporary fill and 0.05 hand clearing in wetlands), 0.039-acre due to hand clearing for utility
impacts and 0.05-acre of 404 impacts from temporary fill in wetlands. The temporary impacted
areas were restored by removing the temporary fill and allowing all the sites to revegetate
naturally. According to permit conditions, NCDOT was required to monitor the US 17-74-76
Temporary Impact Site for three years or until success criteria were met, with vegetation
monitoring conducted each year. Hydrologic monitoring was not required for this project.
During the monitoring period, annual monitoring reports were submitted to the appropriate
regulatory agencies via the Environmental Analysis Unit (EAU)website:

After one year of vegetation monitoring, the US 17-74-76 Temporary Impact Site's indicate that
revegetation of the impacted areas has occurred, and they have re-attained jurisdictional status.
Individual annual monitoring data is provided within the monitoring reports available on EAU's
website in 2020.

During the 2020 NCDOT annual monitoring meeting it was determined that the site success
criteria had been met and that no further monitoring would be required. NCDOT requests that
the appropriate resource agencies provide documentation stating that no further monitoring is
required and that the site is closed. If you have any questions about this project, please contact
