Sullins, Director Division of Water Quality July 1, 2008 Ronald Autry City Manager City of Dunn PO Box 1065 Dunn, NC 28335 RE: Renewal of the Middle Cape Fear River Basin Association's Memorandum of Agreement NPDES Permit Notification for Instream Monitoring NC0043176 Dunn WWTP Harnett County Dear Mr. Autry: For the past ten years, the members of the Middle Cape Fear River Basin Association (MCFRBA) have broadened understanding of the watershed through water quality monitoring. The Division of Water Quality (DWQ) greatly appreciates the association's continued support of the monitoring and the time and expertise contributed by its members. By this letter the DWQ confirms the waiving of instream monitoring requirements within your individual NPDES permit in exchange for the MCFRBA's monitoring of the watershed as specified within the renewed Memorandum of Agreement (MOA) effective July 1, 2008. The agreement identifies the stations,; parameters, and frequency of monitoring required of the association in order to maintain the instream monitoring waivers for your individual permits. Effluent monitoring requirements are not affected. Should your membership in the association be terminated, you must notify DWQ immediately and the instream monitoring requirements in your permit will be reinstated. All other terms and conditions in the original permit remain unchanged and in full effect. These modifications are issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the US Environmental Protection Agency.
