Directions to Site: Treatment facility is located at the end of a dirt road off the south side of NCSR 1844 (Susan Tart Road), opposite from Dunn Memorial Hospital 6. Discharge Point(s), List for all discharge points: Latitude: 35° 17' 45" Longitude: 78° 38' 18" Attach a U.S.G.S. map extract and indicate treatment facility site and discharge point on map. U.S.G.S. Topography and relationship to flood plain: Basically flat with some gently sloping areas. 9. Location of nearest dwelling: Approximately 500 feet from entrance gate 10. Receiving stream or affected surface waters: Cape Fear River a. Classification: Class WS-V b. River Basin and Subbasin No.: Cape Fear River Basin 03 - 06 - 13 c. Describe receiving stream features and pertinent downstream uses: The main stem of the Cape Fear River at this point is used primarily for fish and wildlife propagation, fishing and boating. The City of Fayetteville has a water intake approximately 20 miles downstream. Access to this stretch of the river is limited. PART II - DESCRIPTION OF WASTES AND TREATMENT WORKS 1. a Volume of wastewater to be permitted: 3.75 MGD (ultimate design capacity) b. What is the current permitted capacity of the wastewater treatment facility? 3.75 MGD c. Actual treatment capacity of the current facility (current design capacity). 3.75 MGD d. Date(s) and construction activities allowed by previous Authorizations to Construct issued in the previous two (2) years. The ATC 043176A01 was issued on April 30, 2010 for converting gas chlorination/de- chlorination to a liquid chlorination/de-chlorination system. An ATC permit 043176A02 was issued on March 26, 2010 for plant upgrades. e. Please provide a description of existing or substantially constructed wastewater treatment facilities: Since the issuance of the last NPDES permit for this facility the following changes have occurred: Changes to the head works • Replacement of existing influent pump station which consisted of three screw pumps with a new influent pump station consisting of two T-10 and two T-12 Gorman Rupp pumps. • Replacement of existing automatic bar screen and grit removal units with new automatic bar screen grit removal units. • Construction of a new pump station consisting of two T-10 Gorman Rupp pumps and a three million gallon equalization tank. Changes to bio-solids handling equipment • Replacement of three blowers and aeration system in existing sludge digester • Replacement of existing Diffused Air Flotation unit with a new Rotary Drum Thickener for sludge thickening Changes to dual chlorine contact basin • Process change from gas chlorine to 12% sodium hypochlorite liquid for disinfection of effluent. • Process change from gas sulfur dioxide to sodium bisulfite liquid for de -chlorination of effluent. In addition to the changes listed above the BRWWTP continues to operate a coarse bubble activated sludge aeration basin with four cells, three final clarifiers (60 feet in diameter), dual chlorine contact basin (as described above), an effluent pump station with three vertical turbine pumps and river cascade discharge. Sludge handling facilities include aerobic digester (150,000 gallon capacity), a secondary aerobic digester/sludge holding tank (500,000 gallon capacity) and the rotary drum thickener as described above. f. Other Special Items: None • PART IV - EVALUATION AND RECOMMENDATIONS According to some of the data and information provided in the renewal application, the City of Dunn has reduced some of their inflow and infiltration through sewer rehabilitation projects. They are also looking into the possibility of flow equalization facilities at the treatment plant and expanding the capacity of their Eastside pumping system. It is the recommendation of the Fayetteville Regional Office that the subject application for permit renewal be processed in keeping with basinwide strategy. The Compliance Evaluation Inspection was conducted by Mark Brantley, Environmental Chemist, of the Fayetteville Regional Office. The cooperation of Mrs. Donrie Dukes, Grade IV ORC, and Mr. Gary Barefoot was greatly appreciated. The facility was found to be in Compliance with permit NC0043176. As a reminder, preservation of the Waters of the State can only be achieved through consistent NPDES Permit compliance. Comments • Construction on plant upgrades is currently ongoing. DWQ understands the following items have been installed but have not been placed into service as of the date of the inspection: new influent pump station, bar screens, grit removal system, influent flow meter, equalization tank, rotary drum thickener, and new digester blowers. • Maintenance records and logbooks are very well kept. • November 2010 laboratory bench sheets were compared to the DMR and no transcription errors were found at that time.
