I have attached a copy of the 401 to this a-mail. Question In item #6 Mitigation Requirements, the following statement is made: Additionally, the compensatory mitigation plan must be completely constructed and implemented according to the plans approved by this Office before any permanent building or road associated with the project is occupied or opened. Wake County intends to begin construction of the landfill this spring and intends to begin construction of the stream mitigation in late summer, in the drier time of the year in order to minimize damage to the floodplain soil structure. I believe this timing was discussed during project planning discussions and in the permit application - however, the planned timing seems to be in conflict with the statement above taken from the 401 WQC. Do you see this as a problem? Statement Also in item #6 Mitigation requirements, it is acknowledged that the proposed project will impact 6.88 acres of wetlands. However, on the last page of the attachment, the Summary of Impacts and Mitigation Requirements, the area of wetland impacts is listed as 3.73 acres and the area of mitigation is listed as 3.73 acres. The County intends to provide appropriate mitigation for 6.88 acres of impact. As always, thanks for your time and input on this project. Sandy Alexander P.
