HomeMy WebLinkAbout20191261 Ver 2_Monitoring Report Review 2020_20210420From: Merritt, Katie To: Scott Frederick Cc: Norton Webster Subject: Monitoring Report Review - Kittrell Hill Date: Tuesday, April 20, 2021 4:00:00 PM Hey Scott, I have finalized my review of the Year 1 Monitoring Report for the Kittrell Hill Mitigation Bank. Upon my review, the report is deemed incomplete. • No height data was provided of planted stems in plots. If no height data was collected, please provide an explanation as to why and commit to collecting and including vegetation data in all future monitoring reports. • No vigor data was provided of planted stems in plots. If no height data was collected, please provide an explanation as to why and commit to collecting and including vegetation data in all future monitoring reports. • During the As -Built Review, DWR noted non-compliance with the diversity of planted stems. In response to DWR comments, Eco Terra indicated more species (at least 3 species) would be planted to increase diversity within the site/plots. However, no information is provided in the report indicating a supplemental plant was implemented. Please explain. • The report indicated there was tree damage due to incidental mowing by the provider. However, the extent of that tree damage was not described. Please describe the extent of the damage to planted trees and if necessary, include a figure showing where the mowing impacted stems. • Collecting vegetation data after leaf drop will make it challenging to collect accurate species data of the planted stems. Please make efforts in 2021 to collect vegetation data prior to leaf drop. • The monitoring reports was submitted to DWR in February 2021. Per the MBI, monitoring reports are to be submitted prior to December 31 of each year. Due to COVID delays, DWR understands the delay of the submittal of this report. Please make efforts in 2021 to submit your monitoring report prior to December 31. Please provide a response to all items listed above and submit your response through the online form when completed. Once DWR has reviewed your response to these comments, DWR can proceed with issuing a formal approval of the Year 1 Monitoring Report. Lastly, DWR will need confirmation of bond renewal prior to issuance of any potential credit release. The current bond term will end when DWR issues written approval of the Year 1 Monitoring Report.
