This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified for deemed collection systems per 15A NCAC 02T.0403. A summary of the findings and comments noted during the inspection are provided in the enclosed copy of the inspection report. The was conducted by Dean Hunkele and Tyler Benson from the Wilmington Regional Office. The following deficiencies were noted during the inspection: Inspection Area Description of Deficiency Pump Stations The inspection documentation could use more detail on O&M activities. Backflow valves and isolation valves observed in valve pits were rusty with no signs they had been opened/cleaned nor lubricated these items should be addressed at least annually and documented on the applicable month's inspection reports. Spills and Response Action Plan Mr. Parker couldn't locate a copy of their current plan. If one doesn't exist, then it needs to be developed and the items above give a good outline for key items it should include in addition to when sewer spills have to reported to the Division and if a press release or public notice is required. General The Town has record drawings or as-builts for at least some of the areas of its sewer system which provides a lot of detailed info on those specific areas. However, they do not have an overview map showings its entire sewer service area and how all of the systems are connected and related. Grease Control The Town hasn't been distributing the FOG education materials to all its sewer customers bi-annually as required which requires at least one mailing while the 2nd method of distribution can be placement on the Town's website or other method versus a 2nd mailing. The Division of Water Resources may pursue enforcement action for this and any additional violations of State law. To prevent further action, carefully review these deficiencies and address the causes of non-compliance to prevent the recurrence of similar situations. However, the following issues were noted that need to be addressed and are covered in the report along with some other possible issues: 1. Town still has not had an overall system map created as was pointed out following the 9-2013 inspection and which was not discussed in the 2-2016 inspection report. 2. Town has not been mailing its FOG education materials as required once per year if they utilize a second method of education. Recommend including some basic sewer use education on Dos and Donts. Both FOG and sewer use info will be provided via email to assist in this endeavor. 3. Mr.Parker couldn't locate a copy of its Sewer Spill Response Plan. If not located, then one needs to be created as report indicates. 4. See the pump station section with regards to noted items that should be addressed. Example inspection forms will be provided via email to assist Town with documentation. The Farms pump station's wetwell was observed to be below grade with makeshift landscaping blocks surrounding it. This setup is inappropriate versus having the elevation raised appropriately and the blocks represent an OSHA tripping hazard around a potentially open wetwell. Also, need ensure that area liahts are functionina and are set for dusk -to -dawn oDeration Hanover Place's ht was damaged and not available. Page 6 of 6
