Dear Mr. Johnson:
On April 16, 2021, a site inspection was conducted for the Rockingham Quarry facility located at 353 Galestown Road in
Richmond County, North Carolina. A copy of the Compliance InspectionReport is enclosed for your review. Along with
yourself, Mr. Matthew Medlin, Plant Manager, was also present during the inspection and both your and his time and
assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES
Stormwater General Permit NCG020000 under Certificate of Coverage NCG020107. Permit coverage authorizes the
discharge of stormwater, mine dewatering wastewater and process wastewater from the facility to receiving waters
designated as Hitchcock Creek (Midway Pond, Steeles Mill Pond), class Cwaters in the Yadkin -Pee Dee River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions; of the NCG020000 permit. Please
refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty
assessment of up to $25,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Inspection for compliance with the conditions of the current NPDES NCG020000 General Permit conducted in conjunction
with an inspection for compliance with the facility's mining permit (77-01). Reviewed the facility's Stormwater Pollution
Prevention Plan, which is complete and updated annually per requirements. Monitoring of stormwater and wastewater
discharges is conducted and recorded per current permit conditions. Monitoring records from 2019, 2020 and first quarter
2021 indicate no exceedances of the stormwater benchmark values or wastewater limits. Weekly BMP inspections and
maintenance are documented. Made observations of the main quarry pit, the property being added per recent mine permit
modification application, the North Site (2019 mine permit modification), the overburden storage area with perimeter
sediment channel, and several discharge outfall locations. The stormwater pond/outfall that receives flow from the onsite
vehicle maintenance area has been converted into a recycling pond. At the time of inspection, facility appeared to be well
operated and maintained.
