- - -- Original Message---- - From Davis Mark S Sent Wednesday November 21 2012 10 38 AM To Beckwith Loretta A SAW Chambers Marla J Parker Mike Cc Cannon Steven L Williams Benjamin T Arrowood William F Subject RE SR 1344 Cashiers Valley Rd Transylvania (UNCLASSIFIED) Ladies and Gentlemen Page 1 of 3 There was a typo in the cover letter Impact table as well as the permit drawings (see attached) It does not change the total stream impacts for the project (110 linear feet) I have also included color photos of the permit sites No plans other than a straight -lined diagram was prepared for this project The project entails widening the road 1 foot on each travel lane improving drainage and resurfacing Curb and gutter sections were used where there was limited right of way to avoid impacts to houses that were close to the road and one section was added to avoid impacts to a small stream in a roadside ditch I am not sure if trout exists in the project area however small fish were observed at sites 4 & 8 two of the larger streams along the project A trout moratorium should not be a problem since this project will probably be constructed next spring and summer There are 79 property owners along this highly developed residential area Hope this clears up some of you concerns If you have any further questions please give me a call Thanks Mark - site 9 - from 42 feet in length to 55 feet is not 10 feet I m not sure if that affects dust the table or the total There were no plan sheets or permit drawings that show erosion control or details of the culvert replacements /extensions and curb and gutter placement Also no justification for the curb and gutter was provided nor an indication of how much of the project will be affected by it We generally discourage use of curb and gutter as it reduces stormwater treatment and potentially degrades downstream water quality The pictures provided even electronically were poor quality and of little value Perched pipes should be corrected if practicable The permit application dial not mention trout or if they had checked into the potential need for a moratorium While trout are nearby I don t believe a moratorium is necessary for this project however there does not appear to be much fish sampling in the project area I won t request one at this time but addressing the issue should be part of the application Let me know if you have questions Marla Chambers Marla J Chambers Western NCDOT Permit Coordinator North Carolina Wildlife Resources Commission 12275 Swift Road Oakboro NC 28129 Office & Fax 704 -
