By this letter, NC DENR is waiving the instream monitoring requirements specified within the subject permit as of September 1, 1998. The Memorandum of Agreement (MOA) signed by NC DENR and you (or your representative) identifies the revised stations, parametric coverage and frequency of analysis required for your facility. All other terms and conditions contained in the original permit remain unchanged and in full effect. This permit modification is issued under the requirements of North Carolina General Statutes 143-215.1 and the Memorandum of Agreement between North Carolina and the U. S. Environmental Protection Agency dated December 6, 1983 (and as subsequently amended). Should your membership in the MOA be terminated, the instream monitoring requirements specified in the subject permit will be reinstated. You shall notify the Division immediately upon termination of membership. I would like to express my gratitude for the cooperation of all participants in this innovative approach to environmental monitoring. It is expected that the results of the agreement will effectively contribute to our understanding of the Cape Fear River Basin ecosystem. Due to the documented dissolved oxygen problems along the Cape Fear River and the fact that Dunn is one of the largest municipal dischargers to the freshwater portion of the river, instream monitoring will be required with this permit. The Division is aware of the difficulties in accessing the river and encourages the City to work with the Fayetteville Regional Office in finding a feasible point within approximately one mile of the discharge (preferably upstream of the first rapids). While not always optimal for instream sampling, in this case, the Division will allow the City to sample from the bank. To allow the City additional time to find a feasible sampling point, the instream monitoring will not be required until September 1, 1996. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicative hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611 -7447. The existing WWTP includes three influent screw pumps and a new suction lift pump, a mechanical bar screen, an aerated grit chamber, influent flow measuring and recording equipment, followed by a flow divider box feeding two parallel aeration basins (diffused air), another flow divider feeding two older and one new clarifier (total of three, with room for expansion), a DAF sludge unit, sludge recirculation pumps, an aerobic sludge digestor, aerated sludge holding, dual automatic switching gas chlorinators and sulfonators, dual chlorine contact tanks, three effluent pumps, and an effluent flow meter. There are a series of "cascades" at the point of discharge within the effluent manholes. Gravity sludge drying beds are also located at this facility, though they are no longer used under normal conditions. f. The Permittee shall have an acceptable sludge analysis and a sludge toxicity analysis which have been approved by the Division of Environmental Management, Water Quality Section prior to the disposal of any sludge from the new wastewater treatment plant. Copies of the analyses, supporting documents, and approvals shall be submitted to the Division of Environmental Management's Fayetteville Regional Office. The disposing. selling or free distribution of wet, dried, composted sludge or sludge -like materials from wastewater facilities without prior review and approval by this Division is illegal. During the construction of the proposed additions/modifications, the permittee shall continue to properly maintain and operate the existing wastewater treatment facilities at all times, and in such a manner, as necessary to comply with the effluent limits specified in the NPDES Permit. You are reminded that it is mandatory for the project to be constructed in accordance with the North Carolina Sedimentation Pollution Control Act, and, when applicable, the North Carolina Dam Safety Act. In addition, the specifications must clearly state what the contractor's responsibilities shall be in complying with these Acts. ReOional Supervisor Division of Environmental Management Wachovia Building, Suite 714 Fayetteville, North Carolina 28301 Dear Mr. Noland: As a part of the initial 201 Planning Report prepared during the 1970's for the Dunn, Benson, Erwin Planning area, an extensive Sewer System Evaluation Survey was carried out on the system of sewers contributing to the Dunn Wastewater Treatment Facility. This survey confirmed that this system was subjected to significant volumes of infiltration and inflow and proposed an extensive program of sewer system rehabilitation. On this basis, the original wastewater treatment facility was designed to treat rehabilitated flows. After treatment plant construction proceeded, funding for rehabilitation was, to a large degree, recended and thus expected financial assistance for sewer system rehabilitation was not available. Through the 1980's, the City was successful in funding several small rehabilitation contracts and addressed some of the major problems identified in the previously prepared Sewer System Evaluation Survey. During the mid to late 19.80's, the City formulatedan ongoing sewer system maintenance crew charged with the duties to locate, evaluate, and repair infiltration/inflow sources within the Dunn sewer system. During the late 1980's, it became obvious the original Sewer System Evaluation Survey was not representative of the actual condition of the system. Equally obvious was the continuing deterioration of the aging sewer system over the nearly 15 years since the original Evaluation Survey was prepared. Rehabilitation work.continued on the system, however, the effectiveness of these efforts was not producing the desired results. THIS BELONGS TO GPF/SRF Mr. M. J. Noland, P.E. Regional Supervisor Division of Environmental Management May 27, 1993 Page -2- From late 1988 through late 1989, wetter than normal weather condition combined with the known problems with the sewer system resulted in flow violations for five months during this period. This condition resulted in a Notice of Violation being issued and, ultimately, the City being assessed fines for permit violations. Recognizing the need for renewed Sewer System Evaluation efforts, the City committed to an in house Evaluation Survey. In support of this effort, the City purchased a new sewer jet flusher, smoke testing equipment, and an internal sewer pipe TV inspection system. Understanding that further evaluation and associated rehabilitation would be a time consuming process, the City applied for and received an SOC to allow normal growth and development during this evaluation and rehabilitation process. This SOC was granted for a 2 year period including calendar years of 1990 and 1991 with an expiration date of January 1, 1992. During this initial evaluation process, the following activities were accomplished: Smoke Testing 184,000 L.F. Manhole Physical Survey 888 Each Internal TV Inspection 16,500 L.F. Based upon conditions noted in this Evaluation Survey, a construction contract was awarded and completed during late 1991 which included the following items: Internal Grouting on a Test and Seal Basis 10,000 L.F. Extensive Manhole Repairs 40 Each Sewer Main Replacement 5,000 L.F. City forces continued to focus on manhole and service line repairs and replacement of minor segments of sewer mains. Not withstanding the ongoing efforts directed at Evaluation and Rehabilitation excessive rainfalls continue to result in flow violations above the permitted capacity. Recognizing the magnitude of this infiltration/inflow problem and in consultation with the Construction Grants/Loan Section of the Division of Environmental Management, the City of Dunn is proceeding with a planned expansion of their Black River Wastewater Treatment Plant by 750,000 gallons per day to a permitted capacity of 3.75 million gallons perOutdayl along with the total replacement of the aged Sou Mr. M. Based upon this condition, it is suspect of contributing significantly to the system infiltration/inflow problem. Although a major capacity expansion is planned, along with the Southeast Outfall replacement, the City recognizes that it will be necessary to continue with an ongoing program of Sewer System Evaluation and Rehabilitation. The age and condition of the collection sewer system dictates that continual maintenance type evaluation and rehabilitation activities continue to reduce and control infiltration and inflow. During the last two years, the City crews have accomplished the following Evaluation and Rehabilitation efforts: 1. 'Manhole repairs - 147 manholes were the subject of structural repairs, repair of potential and/or active I & I sources and coating to prevent and/or repair active inflow and infiltration. 2. Manhole replacement - The City performed and/or assisted with the replacement of 2 manholes during this period. 3. Inflow or infiltration - In service lines or main areas, 69 separate incidents were repaired. 4. Cleanout cap replacement - Installed approx- imately 260. 5. Miscellaneous repairs - This crew made approx- imately 45 repairs to sewer lines that may or may not have had direct inflow of infiltration problems associated with them. 6. Smoke testing - Smoke tested approximately 5,600 L.F. 7. Television of sanitary sewer lines - approx- imately 43,000 L.F. of sewer line has been TV'ed. Understanding the need to maintain an ongoing active Evaluation and Rehabilitation effort, the City has accelerated the activities of Mr. M. J. Noland, P.E. They will, on a full time basis, continue their evaluation efforts expanded to include flow monitoring and isolated dyed water flooding. Inventoried items for repair, along with newly discovered items, will be repaired on a continuing basis. The activities of this crew will be directed by an Assistant Director of Public Works who will also undertake a program of education for this crew in the methods of identification and repair of deficiencies. These activities will be funded on an annual basis and will become a permanent activity within the Public Works Department. When an adequate number of difficult repairs have been identified, requiring abilities beyond those of the Public Works Department, contracts will be prepared for public bidding. Through these efforts, the City will maintain a permanent program directed toward the identification and elimination of system infiltration and inflow. The plant's effluent is discharged 3 miles from the plant into the Cape Fear River by means of an effluent pumping station. The maximum effluent pumping rate is 4.3 MGD. To avoid this situation, plant operating personnel reduce the influent pumping rates to capacities that can be processed through the plant, while allowing the excessive I/I laden flows to be stored by surcharging the _collection system outfalls. The proposed improvements include additional clarifier construction and effluent pumping modifications to pass more flow through the facility. However, if all flows are processed through the expanded facility, the 3.0 MGD average daily monthly average could be exceeded during longer duration I/I laden events. The total estimated project cost for the improvements included in the Amendment is $2.44 million including plant improvements, outfall replacements, and pumping system expansions. In mid January, the Construction Grants/Loan Group indicated their approval of the Amendment and enneering design is moving forward at an accelerated rate to meet a March 15, 1993 plan submission deadline to be assure of a loan commitment this summer. Everette Jordan Lake. Histor- ical flow records used for low -flow estimation on the system were no longer valid and the USGS was unable to provide the DEM with low -flow statistics. Several attempts were made to extrapolate regulated low flows using natural low flow runoff and the Corps of Engineer's target flow of 600 cfs at Lillington. These es€imated low -flows were used to develop wasteload allocations and were used in toxicity evaluations. The several years since impoundment now provide us with enough data to estimate low -flows. These are not 7Q10 estimates but are rather the average 7 day low flow for the period of record. These measured low flows are 40-100 cfs less than the 7Q10 flows esti- mated with 600 cfs at Lillington and natural 7Q10 runoff in the intervening drainage. Since these flows represent actual condi- tions in the river, I recommend that they be used for current wasteload allocations and toxicity screens in the river. The esti- mates are subject to change, however, and should be recalculated every several years. Analysis and Results The attached table summarizes the pertinent flow statistics for the Cape Fear River between Jordan Dam and Wilmington. The drainage areas, average flows, and natural and regulated 7Q10's were calculated by the USGS. Regulated flows were calculated by adding natural 7Q10 runoff to the target of 600 cfs at Lillington. The actual 7Q data -for stations 0210250000 (CFR @ Lillington), 0210550000 (CFR @ Lock #3), and 0210576900 (CFR @ Lock #1) were developed from the data collected at these gages since 1983. Flows in 1981 and 1982 were erratic, responding to various operational experiments at the dam. The derivation of the remaining 7Q esti- mates is discussed below. Flows in the Haw River: The 600 cfs target at Lillington is maintained by balancing flows from the Deep River with releases from Jordan Dam. When flows from the Deep River are sufficient to • meet the 600 cfs target and the Corps needs to increase the volume of Jordan, flows from the Lake can be held to a minimum. There is no official minimum release from Jordan. However, the Division of Water Resources understands that no less than the natural 7Q10 will be allowed in the Haw below the dam. It seems reasonable to use the natural summer and winter 7Q10 flows for the short stretch of river between the dam and the confluence of the Haw and the Deep. Flows in the Cape Fear above Lillington: The Corps of Engi- neers has not consistently met the 600 cfs target at Lillington. In fact, flows have stayed less than 600 cfs for extended periods. The 30 day average low flow for water year 1984 was 572 cfs, con- siderably less than the 600 cfs target. It seems reasonable, therefore to use 560 rather than 600 as the flow at Lillington. The drainage area at Lillington is 3460 square miles. This means that at low flow the average yield for the basin is 0.1618 cfs/sq.mi. Flows above Lillington should be calculated by sub- tracting the drainage area equivalent flow at this yield from 560. For example, a site 50 sq.mi. above Lillington would have a 7Q10 of 552 cfs or ( 560 - (0.1618) (50)) . Flows between Lillington and Lock U13: Flows between Lilling- ton and Lock #3 are highly influenced by Rockfish Creek. Rockfish Creek drains a portion of the sandhills and has a very high drain- age area yield of 0.374 cfs/sq.mi. It is important to keep Rock- fish Creek separate when calculating flows on this portion of the river. A low -flow yield for the section of the river was calcu- lated to account for flow from sources other than Rockfish and Cross Creeks which contributed to the measured 7Q of 819 at Lock #3.. The resulting yields are 0.120 cfs/sq.mi. in the summer and 0.236 cfs/sq.mi. in the winter. Intervening sites can be evaluated with these yields. Flows between Lock #3 and Lock #1: The measured 7Q at Lock #1 was 877 cfs. The drainage area yield between the two locks was calculated as 0.143 cfs/sq.mi. in the summer and 0.222 cfs/sq.mi. in the winter. This yield was used to calculate low -flows at Lock #2. Flows below Lock #1: Flows on the lower Cape Fear River below Lock #1 were calculated by adding natural 7Q10 flows to the meas- ured 877 cfs at the lock. Recent estimate4 for the Black River and the Northeast Cape Fear River are provided to assist with future calculations. Please review these calculations and let me know if you have any suggestions for improvement. I will begin using the estimates for the Fayetteville area in the wasteload analyses for Fayetteville's Cross Creek plant and Monsanto. cc. The plant is permitted to discharge 2.275 mgd, presently discharges.2.74 mgd and requests permission to discharge up to 2.97 mgd. Although the plant has secondary limits, self -monitoring data show that the plant is meeting 5.8 mg/1 BOD5, 0.6 mg/1 NH3 and 4.4 fecal coliform per 100 ml (monthly average 1/84- 11/84). Dunn discharges to the Cape Fear River (Class A -II, 7Q10 = 615 cfs). The additional flow will have no impact on predicted in -stream water quality if the treatment at the plant remains secondary or better. Please call if you have any questions. Noland, Regional Supervisor Fayetteville Regional Office SUBJECT: Instream Assessment Town of Dunn Wastewater Treatment Plant Harnett County In a letter dated January 24, 1985 (see attached) to M. J. Noland, the City of Dunn requested that the City be issued an SOC in order to include an additional 230,400 GPD of wastewater for potential growth in the future. In order to include 230,400 GPD of additional wastewater flow, an instream assessment will be necessary. The City of Dunn discharges into the Cape Fear River, A -II, Cape Fear River Basin. The wastewater treatment plant is not capable of consistently meeting the flow parameter in the permit (see attached monthly self -monitoring report). During the term of the SOC, the City of Dunn will identify and remove I/I sources in order to comply with the permit flow limitation. The only proposed change in effluent limits for the SOC will be flow. Please advise if the proposed 230,400 GPD can be discharged until I/I improvements are completed by the City of Dunn. If you have further questions, please advise. In making these projections, we have attempted to include only those projects which are in the "talking" or "planning" stages and have, we feel, a real potential for moving forward into the construction stages during the next two years. The prospects for all of these projects to materialize is very remote and total development will require much longer than the two year projection period however the City could possibly request permitted extensions with associated flows of the projected 230,400 gpd within the next two years. It is our desire that the attached projects will allow you to process a Departmental SOC and thus allow normal growth and develop- ment to occur within the City of Dunn while we are in the process of implementing our planned comprehensive sewer system rehabilitation program. At the same time, we are requesting that our Engineering Consultant, Davis -Martin -Powell & Associates proceed with an analysis of our treatment facility arriving at an increased hydraulic capacity for use in a repermitting procedure.
