Scott,
Sorry for the delay in getting back to you about this project. Everything looks good, except for Line 26 of the Wet Pond
page of the Supplement-EZ Form (It looks like the pond contours were updated in the stage-storage table, but this
wasn’t updated in the Supplement-EZ Form). Since this is such a minor issue, please provide a corrected PDF of this page
and I will correct the hard copy that I have (So we don’t have to wait for a hard copy to arrive by mail). You’ll probably
get the permit later today or early tomorrow.

Scott,
I was looking over the additional information you provided on January 21, 2021. Everything looks good except for a few
small issues:
- Prior Comment 3 – Please complete and fill out the “Drainage Areas” page of the Supplement-EZ Form… There
is an insufficient amount of BUA draining to the proposed SCM. In order to meet Runoff Treatment, the net
increase in BUA must be treated in one or more primary SCMs (Or a combination of primary & secondary SCMs).
The project is proposing a total of 319,973 sf of BUA while only 288,473 sf of BUA is being treated in the
proposed SCM (A deficit of 31,500 sf or approximately 10% of the total new BUA).
- Prior Comment 11 – The volumes of the main pool and the forebay should not include any portion of the
sediment storage area… Please provide the revised stage-storage table for the main pool and the forebay
showing how the volumes (revised in the 1/21/2021 submittal) are calculated. The most recent stage-storage
table that I have (from the 12/3/2020 submission) incorrectly includes the sediment storage zones (and does not
result in the most recently provided volumes if the sediment storage zones are removed).
- The drawdown calculations should be calculated based on the design volume… The stage-storage table provided
indicates that the cumulative storage volume between the permanent pool elevation and elevation 79.5 is
approximately 30,000 cf. The design volume is approximately 24,000 cf. The water surface elevation of the
temporary pool should be less than elevation 79.5 (elevation 79.85 is used in the drawdown calculations),
and/or the stage-storage table/drawdown calculations are incorrect.
- Supplement-EZ Form, Wet Pond Page:
o Line 25 – The temporary pool elevation should be based on the design volume and should be lower than
the shown value. See above with regard to temporary water surface elevation.
o Line 27 – As noted above, the sediment storage zone should not be included in the main pool volume
calculations. See above with regard to providing the updated stage-storage table.
o Line 32 – As noted above, the sediment storage zone should not be included in the forebay volume
calculations. See above with regard to providing the updated stage-storage table.

- Please provide a second copy of the updated plan sheets (C-3.2, C-5.3, C-6.1) since only one copy was provided
in the 1/21/2021 submission (I accidentally typed “1x” instead of “2x” in my 1/11/2021 email).
We can set up a time next week to discuss the BUA treatment deficit and how to fix that if you like.
Please provide the following:
- 1x hard copy & 1x electronic copy of revised stage-storage tables & calculations.
- 1x hard copy of the 3 plan sheets provided on 1/21/2021 (since I already have a copy).
- Anything else needed to address these comments (1x hard copy, 2x hard copies of plans, & 1x electronic copy).
Hard copies should be mailed to me at the following address:
512 N. Salisbury Street
1612 Mail Service Center
Raleigh, NC 27699-1612
Electronic copies should be uploaded at the following location:
https://edocs.deq.nc.gov/Forms/SW_Project_Submittal
Since these are really minor things, once I get the hard copies, anything else that may have changed from addressing
these issues, and the documents are uploaded to Laserfiche (Provided everything is still in order), we can issue the
permit without doing another formal 30-45 day review.
Let me know if you have any questions.

Scott,
I was looking over the additional information you provided on December 3, 2020. Everything looks good except for a few
small issues:
Please correct the following:
- Prior Comment 2 – Please provide an updated copy of page 4 of the Application showing the revised (as part of
the prior submission) answer to Section IV, 11.
- Prior Comment 3 – Please complete and fill out the “Drainage Areas” page of the Supplement-EZ Form. This
sheet of the Excel file uses Macros to generate the page based on the inputs of Lines 1 – 5. Please fill out Line 2
and click on the “Click to Load Forms” link to generate the rest of the page. The “Entire Site” column should be
an accounting of all of the BUA that will be placed within the project area and the “1” column should be an
accounting of all of the BUA that will be placed within the drainage area to the wet pond (This information
should match Section IV, 10 of the Application and the calculations).
- Prior Comment 11 – The volumes of the main pool and the forebay should not include any portion of the
sediment storage area (i.e. anything below elevation 74.00’). Please recalculate the volume of the main pool and
forebay (The proposed design still appears to meet the sizing MDCs when the sediment storage zone is excluded
so it should not need to be redesigned).
- There appears to be a mismatch between the orifice size as shown on the plans (2.2 inches, plan sheet C-6.1)
and the calculations (3.6 inches). Please revise as needed for consistency.
- The drawdown calculations should be calculated based on the design volume, 26,918 cf (a value of 38,729 cf was
used in the calculations). Currently, the 3.6 inch orifice draws down the design volume faster than the allowable
minimum drawdown time of 2 days. Please revise.
- Supplement-EZ Form, Wet Pond Page:
o Line 2 – This value should be the design volume (26,918 cf).
o Line 25 – The temporary pool elevation should be based on the design volume and should be lower than
the shown value.
o Line 27 – As noted above, the sediment storage zone should not be included in the main pool volume
calculations.
o Line 28 – Recalculate this value based on the revised main pool volume.
o Line 32 – As noted above, the sediment storage zone should not be included in the forebay volume
calculations.
o Line 34 – The cleanout depth of the forebay is the vertical distance between the permanent pool
(78.50’) and the top of the sediment storage (74.00’), expressed in inches.
o Line 37 – This cell in the spreadsheet rounds decimals (For some reason). If the orifice diameter is not
showing up properly, you may want to put a note in Line 55 stating the actual diameter.
Please provide the following:
- 1x hard copy of the revised page of the Application.
- 1x full electronic copy of the revised Application.
- 1x hard copy of the revised pages of the Supplement-EZ Form.
- 1x full electronic copy of the revised Supplement-EZ Form.
- 1x hard copy & 1x electronic copy of revised calculations.
- 1x hard copy of any revised plan sheets (If applicable).
3
- 1x full electronic copy of the revised plan set (If applicable).
Hard copies should be mailed to me at the following address:
512 N. Salisbury Street
1612 Mail Service Center
Raleigh, NC 27699-1612
Electronic copies should be uploaded at the following location:
