Reason for Visit: Routine
Inspection Summary:
On 3/30/21 a compliance inspection was performed on the wastewater treatment and disposal facilities covered under
Permit # WQ0031246. The inspection was performed by R. Sipe and R. Tankard w/ WaRO-WQROS. Also present during
the inspection were representatives of Envirolink, who operate the system, and the property owners association (POA), the
permittee.
During the inspection a walkthrough of the treatment system and infiltration system was performed. Based on the
information provided by Mr. George Hill, the POA president, the system has been receiving wastewater for approximately a
year from two residences at the development. Mr. Noah Deckhard w/ Envirolink (ORC) stated that the treatment system has
been collecting the influent but is unable to treat the wastewater as designed because the the system in currently inoperable
due to multiple equipment failures. He also stated that at the time of the inspection, the system was essentially full.
Wastewater was observed starting to overlfow from the EQ tank during the inspection.
The treament system is considered in violation of Conditions 11.1 and 111.1 of the permit that require the system to be properly
maintained and operated at all times. It is also in violation of Condition 111.8 that prohibits bypass of partially treated
wastewater. An NOV will be issued to the POA requesting a plan of action to address these violations. Also, the ORC and
the POA were instructed to begin monitoring and reporting as required by permit when the system does operate.
The infiltration system appeared to be inadequate condition at the time of the inspection.
The facility is consdiered non -compliant with Permit #WQ0031246 becasue of the issues at the treatement system noted
above.
