Dear Mr. Hill:
The North Carolina Division of Water Resources conducted an inspection of the Riversound WWTP on March 30,
2021. This inspection was conducted to verify that the facility is operating in compliance with the conditions and
limitations specified in Non -discharge Permit No. WQ0031246. A summary of the findings and comments noted
during the inspection are provided in the enclosed copy of the inspection report.
The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Washington
Regional Office. The following violation(s) were noted during the inspection:

Treatment
Based on the information provided by Mr. George Hill, the POA president, during the
inspection, the treatment system has been receiving wastewater for approximately a
year from two residences at the Riversound development. Mr. Noah Deckhard with
Envirolink (ORC) stated that the treatment system has been collecting the influent but is
unable to treat the wastewater as designed because the system is currently
inoperable due to multiple equipment failures. The treatment system is considered in
violation of Conditions II.1 and III.1 of Permit No. WQ0031246 that require the system to
be properly maintained and operated at all times.

Inspection Area Description of Violation
Treatment
Mr. Noah Deckhard with Envirolink (ORC) stated that the treatment system was
essentially full at the time of the inspection. During the inspection wastewater was observed
overflowing from the equalization tank. Because of the overflow the treatment system is
considered in violation of Condition III.8 of Permit No. WQ0031246 which prohibits the bypass
of partially treated wastewater.
Remedial actions, if not already implemented, should be taken to correct any noted problems. The Division of
Water Resources may pursue enforcement actions for this and any additional violations. If the violations are of a
continuing nature, not related to operation and/or maintenance problems, and you anticipate remedial
construction activities, then you may wish to consider applying for a Special Order by Consent (SOC).
Please provide a response within thirty (30) days of receipt of this Notice that includes how you
propose to resolve these issues and a schedule for the resolution of these issues. Your response will be
reviewed and if enforcement action is still deemed appropriate, then you will be notified of the action.
