Hey Raymond,
I have finalized my review of the Year 1 Monitoring Report for the GUC Mitigation Bank. Comments
on the report are provided below:
1. 29 plots failed to meet the performance standard for vegetation of 260 stems/acre. The
results in the report suggests that Axiom may be using the 320 stems/acre performance
standard to measure success. Please make sure this is corrected in future monitoring
reports.
2. The area around Plot 9 discovered during the As -Built Walkthrough is expected to be planted
in January 2021.
3. RS submitted an Adaptive Management Plan with this report. In addition to items proposed,
RS needs to also perform 10 transects, one for each Zone (there are 10 zones) when planting
efforts have completed. Data within the transects need to be submitted in the same report
documenting the AMP has been fully implemented. Transects need to be the same size as
the permanent monitoring plots, but can be different in shape.
4. No height data was included in this report. However, height data is a measurement that is
required to be included in all reports. Considering the substantial replant needed on the
site, DWR will not require the height data for the Year 1 report. Please ensure height data is
included in future monitoring reports.
5. What is the condition of the herbaceous cover on the site?
6. What is the condition of the easement on this site? Has there been any encroachment?
7. DWR does not support a bond reduction at this time.
8. DWR will consider a partial credit release for the approval of the Year 1 monitoring report and
proposed AMP. The remaining credit release will be issued upon DWR receipt of all
documentation confirming the AMP has been fully implemented.
Please provide a response to items above where a response is requested. Please provide DWR
confirmation of Bond Renewal through the next monitoring year and then I can proceed in issuance
of the partial credit release.
