Dear Mr. Autry: Enclosed please find a copy of the Compliance Evaluation Inspection Report from the inspection conducted on February 2.1, 2006. The time and assistance given by Mr. Bobby Burnette, ORC, and Ms. "Donrie Dukes, Laboratory Supervisor, is greatly appreciated. Mark Brantley, Trent Allen and myself conducted a follow-up visit on March 1, 2006 to confirm that the„effluent sampler is set up on a flow proportional basis. Ms. Dukes was also present and again I would like to extend my gratitude for her time and assistance. The facility was found to be in Compliance with permit NC0043176. A copy of the current NPDES permit was presented, upon request and Discharge Monitoring Reports from January, April and September 2005 were reviewed for accuracy and completeness. While no permit limits were exceeded for the respective months, the monthly average for various parameters that included results of less than detection limits were calculated incorrectly. The correct method for calculating averages with results of zerowas discussed with Mr. Burnette and Ms. Dukes. Following the records review, a tour of the facility was conducted. All treatment units at the time of inspection appeared to be in good working order. Upon inspecting the building which houses the chlorine gas and sulfur dioxide gas used for chlorination and dechiorination respectively, it was noticed that cylinders for both gases are routinely kept side by side with no separation. This practice poses a potentially dangerous situation and as suggested in many previous inspection reports should be reconsidered. Sludge in the aerobic digestor had recently been pumped into the facility's sludge holding tank where it will subsequently be removed and land applied. The fuel tank holds approximately 1500 gallons and is checked on a regular basis. If the fuel level drops to 1000 gallons, it is filled up.
