Enclosed you will find a copy of the Compliance Biomonitoring Inspection report
for the inspection conducted the. week of February 25, 2008. The inspection included
the same objectives as that of a routine Compliance Inspection (conducted on. the same
day) plus an Aquatic Toxicity (AT) test to evaluate the biological effect of the facility's
discharge on test organisms. As part of the inspection, a tour of the Wastewater
Treatment Plant was .conducted. All observations and recommendations are in Part D.
Summary of Findings/Comments of this inspection report. A whole effluent sample was
collected at Outfall 001 from the 24-hour composite of February 26 and February 29 for
use in a chronic Ceriodaphnia dubia pass/fail toxicity test. This sample was sent to the
Division of Water Quality (AT) Laboratory (located on Reedy Creek Road in Raleigh).
The Whole Effluent Toxicity pass/fail test results using these samples resulted in a
"Pass". Test results for these samples indicate that the effluent would not be predicted
to have water quality impacts on receiving water. The plant\ effluent composite sample
that was taken by DWQ-FRO at the Dunn/Black River WWTP Outfall 001 during the
time period of 11:00 AM on February 25 to 11:00 AM on February 26 were analyzed for
the following parameters (which are currently in your NPDES Permit): Biochemical
Oxygen Demand (BOD), Ammonia Nitrogen, Total Nitrogen (Nitrate-N plus Nitrite-N
plus Total Kjeldahl-Nitrogen). The chemistry analyses were sent to the Division of
Water Quality Chemistry Laboratory, located on Reedy Creek Road in Raleigh. The
results of these chemistry parameters are as follows: Biochemical Oxygen Demand
(BOD) = 6.0 mg/L, Total Phosphorus = 0.95 mg/L, Ammonia Nitrogen = 3.3 mg/L, the
Nitrate-N plus Nitrite-N = 0.20 mg/L, and the Total Kjeldahl-Nitrogen = 3.8 mg/L).

It is recommended that flow paced dosage of chlorine and sulfur dioxide be
installed at the wastewater treatment plant. There may be long-term cost savings
realized by the Dunn/Black River Wastewater Treatment Plant in the use of flow
proportional dosage equipment for chlorine and sulfur dioxide. The reason is that during
low flow conditions that occur during the evening hours, the dosage of the chlorine and
the sulfur dioxide would automatically be reduced, and the optimum dosage would be
maintained throughout the day and night.
Please sample for Fecal Coliforms at the Plant Outfall 001 Effluent rather than at
the end of the chlorine contact chamber, as presently being performed. It is
recommended that the pH electrode be reconditioned or replaced because the electrode is
now reading +28.2 mV when the electrode is in a 7.0 pH buffer. Please note that the pH
meter should be read close to zero millivolts when the electrode is in a 7 pH buffer. It is
recommended that the Dissolved Oxygen meter electrode be located inside of a water
saturated air chamber during calibration and that an altitude adjustment be implemented
(please compare the meter's readings to the enclosed chart that has been corrected for 157
feet elevation at the Dunn/Black River WWTP).
We appreciate the cooperation of Donrie Dukes (ORC) and your staff at the
WWTP.. The WWTP appears to be well maintained. Keep up the good work.

Five days per week (on weekdays), the Dissolved Oxygen and the Temperature are performed at the last
manhole before the treated wastewater effluent reaches the Cape Fear River. It is recommended that flow
paced dosage of chlorine and sulfur dioxide be installed at the wastewater treatment plant. There may be
long-term cost savings realized by the Dunn/Black River Wastewater Treatment Plant in the use of flow
proportional dosage equipment for chlorine and sulfur dioxide. The reason for the savings is that during
low flow conditions that occur during the evening hours, the dosage of the chlorine and the sulfur dioxide
would automatically be reduced, and the optimum dosage would be maintained throughout the day and
night. Please sample for Fecal Coliforms at the Plant Outfall 001 instead of at the end of the chlorine
contact chamber (as is presently being sampled). An upgrade to the wastewater treatment plant is being
planned for the year 2013. The Fisher Scientific pH meter Model AR-50 millivolt reading of the electrode
with the 7 pH buffer was +28.2 mV. The 7.0 pH buffer should read zero mV (or close to zero mV). It is
recommended that the electrode be reconditioned or replaced with a new pH electrode. The Dissolved
Oxygen Meter was not calibrated using the altitude adjustment. It is recommended that the YSI model 52
Dissolved Oxygen meter be calibrated daily using the altitude adjustment (please see the enclosed
Dissolved Oxygen chart to be used for comparison between the Dissolved Oxygen meter reading on water
saturated air calibration as compared to the chart at the same temperature). It was observed that the
electrode is taken from the water saturated air bottle and placed upon the table top to exposed it to the
ambient air when calibrating the Dissolved Oxygen meter. Please calibrate the Dissolved Oxygen meter in a
water saturated air chamber (as according to the manufacturer's directions).
