The Compliance Evaluation Inspection was conducted by Mark Brantley, Environmental Chemist, of the Fayetteville Regional Office. The time and cooperation of Dean Gaster, Public Utilities Director, Donrie Dukes, Facility's Grade IV ORC, and Gary Barefoot, Grade II Operator, was greatly appreciated. The facility was found to be in Compliance with permit NC0043176. As a reminder, preservation of the Waters of the State can only be achieved through consistent NPDES Permit compliance. Comments • Facility was clean and neat in appearance at the time of the inspection. The facility appears to be maintained well and several positive operational changes have been made to make the plant run more efficiently. However, the Division of Water Quality does not, agree with the practice of storing chlorine gas and sulfur dioxide gas in the same area because of a public safety concern and the safety of plant personnel. Currently these gases are stored in one -ton cylinders at the WWTP. If one of these tanks were to rupture a significant area would be impacted such as the area hospital, surrounding medical area, and the possible closure of several main highways. The division has noted this in inspections during the past few years. During the inspection Mr. Dean Gaster stated that the city was in the planning stages for switching to liquid bleach for chlorination and a liquid dechlorination agent for dechlorination. The Fayetteville Regional Office strongly supports this action and encourages the City to • move forward with these plans as quickly as possible. By switching td a liquid chlorination/dechlorination system the City would be taking a proactive step in ensuring the safety of its citizens and plant personnel. Please note that safety precautions must be taken with liquid system but the danger with this system is significantly less than the dangers associated with the current gas system. • It was noted during the inspection that this facility is not covered under a NPDES General Stormwater Permit (NCG110000 series). Since this facility is permitted for more than a million gallons per day flow and it has a point source discharge for stormwater it is necessary to apply for a NPDES General Stonnwater Permit. Enclosed is an application for the permit along with its technical bulletin that contains some useful information. ' What are BMPs, and why are they important? The SPPP should include the use of Best Management Practices (BMPs) to. control discharge of pollutants from a facility's stormwater out - .falls. BMPs include a variety of things that the industrial facility can do to minimize the potential for pollutants to get into the stormwa- ter draining from a facility. There are different types of BMPs: Non -Structural BMP's Non-structural (practices or activi- ties) BMPs include: * Eliminate exposure of materials and equipment wherever possible by moving materials and equip- ment to indoor locations. * Practice good housekeeping on - site. Keep materials handled and stored atthe facility in an orderly fashion. ' * Exchange hazardous materials for non -hazardous ones wherever possible: '* Establish routine leak and main- tenance checks to minimize the chance of spills before they occur.
