Salisbury Street 2012 Raleigh, North Carolina 27604 RE: Permit Modification Additional Information Legend Oaks Subdivision Phase I11, Chapel Hill, Chatham County, NC USACE Action ID #: SAW - 200900106 DWQ Project #: 20051986, Ver. 5 BLC Project #: 7145 Dear Ms. Higgins: On November 8, 2012, we received your agency's request for additional information on the subject project to process our request for a modification to Individual Certification #3787. The information requested and our response is listed below. 1. Please provide details and clarification on the design of the outlet protection, proposed as natural channel design. The figures included with the modification request show fully armored dissipater pads with footprints extending beyond the width of the existing channel. Outlet protection proposed for the project extends beyond the width of the existing channel to protect against erosion during high flows. To maintain aquatic function within the outlet protection, rip rap will be imbedded into the stream bed to maintain the stream's original dimension, pattern and profile. The original stream invert would be maintained along length of the outlet protection except for a plunge pool at the end the culvert, which dissipates the energy, and foot wide berm that serves as the lip of the pool. Therefore, aquatic life passage would be maintained during low flow conditions similar Ms. Higgins November 19, 2012 Page 2 of 2 to the original channel's width and depth along the outlet protection even with rip rap armoring beyond the original channel dimensions to prevent erosion during high flows. This type of proposal to restore the aquatic function of the stream channel within the outlet protection to mitigate for the impacts has been approved previously.
