PROJECT SUMMARY: The applicant proposes to allow for the construction of a new boat lift that would accommodate an additional two vessels at an existing docking facility in Banks Channel. Elizabeth Sanders Page 2 9. PROJECT DESCRIPTION: The project is located at 71 Beach Road South on Figure Eight Island, adjacent to Banks Channel and Middle Sound, in New Hanover County. The island is accessed from the mainland at the end of Edgewater Club Road (SR 1402), by private bridge over the Atlantic Intracoastal Waterway (AIWW) and an earthen causeway, which traverses Middle Sound. Heading east on the causeway, turn right on Beach Road South and travel south approximately 0.75 miles until you reach the property of interest that will be located on the right. The property is adjacent to residential properties on the south and north sides. The property is bordered on the east side by Beach Road South and Banks Channel to the west. The current elevation of the property ranges from approximately 6 feet to 10 feet above normal high water (NHW). The 0.50 acre property is developed with a single - family residence. Upland vegetation on the property consists of maintained lawn grass and ornamental landscaping. There is approximately 100 linear feet of shoreline frontage, which is currently stabilized by a timber bulkhead. Waterward of the bulkhead is a narrow intertidal strip of sand, which measures approximately 15 feet in width. There is currently no Coastal Wetlands along the shoreline. The property owner currently maintains a private docking facility, which was authorized to the previous property owner (Nordling) through State Permit No. 19 -05. The existing pier measures approximately 56 feet in length by 6 feet in width, which extends into Banks Channel. The pier leads onto an uncovered "L- shaped" platform, measuring approximately 14 feet in length by 14 feet in width, which is oriented towards the south. An access ramp leads onto an existing floating dock, measuring approximately 30 feet in length by 6 feet in width, which runs perpendicular to the shoreline and in the same alignment as the access pier. An existing boatlift, measuring 13 feet in length by 14 feet in width is located on the northern side of the floating dock. The existing docking facility currently provides mooring for up to four (4) vessels. The Wilmington /New Hanover County Land Use Plan 2006 Update classifies the adjacent waters and high ground portion of the project site as Conservation. The waters of Banks Channel and Middle Sound are classified as SA -ORW, by the NC Division of Water Quality. These waters are NOT designated as PNA by the NC Division of Marine Fisheries and are OPEN to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to allow for the construction of a new boat lift that would accommodate an additional two vessels at an existing docking facility in Banks Channel. A new boat lift, measuring approximately 13 feet in length by 13 feet in width would be installed on the landward side of the uncovered "L- shaped" platform and just landward of the southern end of the existing floating dock. The boat lift would be equipped with double bunks, which would accommodate two (2) smaller "Jet -Ski" type vessels. The application states that the existing water depth at the proposed location of the boat lift is approximately -7.0 feet at normal low water (NLW). As stated, the proposed boat lift would accommodate an additional two (2) vessels for a total of six (6) vessels at this location (See Sheets 1 through 3 of 3 and Project Narrative). 10. ANTICIPATED IMPACTS: The proposed boat lift would incorporate an additional 169 sq. ft. of Estuarine Waters and Pubic Trust Area and would not encroach into the adjacent 15 foot Riparian Corridor Setback Area requirement. Minor increases in turbidity should be expected during the construction process. The existing docking facility currently extends approximately 115 feet into a waterbody, which measures approximately 470 feet across. This distance conforms to the 1/4 width rule and the locally established pier head line. Submitted by: Robb L. The current and existing was authorized by state permit number 19 -05 and was issued under the Nodding. The boat lift is made up of four 10 inch pilings spaced apart at twelve foot two inches by thirteen foot two inches measured outside to outside of the pilings. The pilings will be driven into the bottom twelve to fourteen feet. Atop these four pilings are two beams that house the electro mechanical lifting devices. The lower section of the lift known as the cradle shall have four bunks that would accommodate two Jet Skies and three twelve inch by twelve foot walk boards. Two of the four pilings will be used in double duty to support an existing pier structure. One of the pilings will be used in double duty to replace a missing piling for the existing floating dock. The construction is expected to take two days. The pilings are to be set with light barge and the remaining work to be done by hand. The lift will pose no environmental impact with the exception of shading an eight foot by twelve foot section of water two hours a day. The pilings are expected to increase marine life within a year by providing footing for oysters and barnacles and drawing in fishes attracted by this food source.
