PROJECT SUMMARY: The applicant proposes to construct a 54'1 roof drip line), to cover two boat lifts on an existing shared pier finger piers under the boathouse around the bows of the boats. 5 DENR - Wf,TEFt QUALITY 00 ft2 of William and Gretchen Rodda and Carl and Juanita Dover Albemarle Sound Washington County Project Setting William and Gretchen Rodda and Carl and Juanita Dover have submitted the attached application for a CAMA Major Permit to upgrade their existing shared pier structure. The project site is located at 766 (Dover) and 780 ( Rodda) Leary's Beach Road (off SR 1316) in Leary's Beach Subdivision on the Albemarle Sound near Roper in Washington County, North Carolina. Leary's Beach Subdivision is located on the southern shoreline of Albemarle Sound less than a mile west of the NC 32 bridge crossing the Albemarle Sound. There are currently 12 lots, approximately half of which are developed with singe family residences that make up the subdivision, which are spread out along an ±5,300 linear feet of relatively straight bulkhead stabilized shoreline of the Albemarle Beach Farms property. The farm, in care of Don Small, is ±340 acres of tilled row crops landward of an ±200' wide strip of residential lots and an undeveloped mowed buffer between the farm and the Sound. The Small family developed a portion of the waterfront on their farm on the Sound, which is referred to as Leary's Beach Subdivision. William and Gretchen Rodda recently purchased an ±0.5 acre lot just west (upstream) of Carl and Juanita Dover's property. There are currently no upland structures on the Rodda lot and it is vegetated with upland grasses. To the west of their lot is an undeveloped residential lot stabilized by a vinyl bulkhead and owned by Don Small. The Rodda's were issued CAMA General Permit No. 59486 -B on 5 April 2012 under 7H.2500 to replace a damaged 100' long bulkhead and backfill post Hurricane Irene damages. A new vinyl bulkhead has been installed and the erosion escarpment has been backfilled on this lot. They were also authorized to construct a single family residence with an exemption through the CAMA Minor Permit process on 30 October 2012 for the construction of a single family residence setback 60' from normal water level (NWL) of Albemarle Sound. No work has begun under this exemption to date. Both the Rodda's and the Dover's were issued CAMA General Permit No. 59485 -B on 20 April 2012 for a shared pier structure, which expired prior to initiation of work; therefore, a complete reissue dated 20 September 2012 re- authorized the shared pier under CAMA General Permit No. 60951 - B. The following shared pier structure was constructed under this permit: A 54' long by 5'4" pier with a 16' long by 20'6" T -head platform, and two 17' long by 3' wide and two 24' long by 3' wide finger piers to create two slips. The two boat lifts have not been installed to date; however, they will be constructed under authorization of the aforementioned CAMA General Permit for the shared pier. Carl and Juanita Dover's property is also ±0.5 acres in size and is stabilized at the shore by a 100' long vinyl bulkhead. They have a 16' x 14' (224 ft2) shoreside dock and a single family residence with associated chain link fence, two outbuildings, and a gazebo on the property. The lot consists of native grasses, some rose bushes, a few other native shrubs, and no trees. The next downstream property to the east of the Dover's is owned by Doris Smith, and is ±l acre in size, half of which is a cleared lot immediately adjacent to the Dover's and the other half has a single family residence. Ms. Smith has a bulkhead stabilized shoreline and a boat ramp. William and Gretchen Rodda and Carl and Juanita Dover Albemarle Sound Page 2 of 2 There are no wetlands on the lots for this project. The water depth at the end of the existing shared pier structure and in the location of the boat slips is 4' at NWL. The Albemarle Sound is classified SB by the Environmental Management Commission and Coastal Waters by the Marine Fisheries Commission. The Albemarle Sound at this location is closed to shellfishing. No SAV have been observed at the project site. There are no documented archaeological sites on the applicants' properties. Project Description The applicants propose to construct a 54' long by 14' wide boathouse (drip line) over the two existing slips of the shared T -head pier structure. An additional two t10' long by f5' wide irregular shaped finger piers for the bow of each boat is proposed within each slip under the boathouse roof drip line. The boathouse will provide protection for two 20' center console boats. The applicant is proposing to cover both existing boat lift slips as well as covering the existing pier section between the slips. The two boat lifts will be installed after the boathouse roof is constructed. The lifts will be located in 4 deep water of Albemarle Sound relative to NWL. The applicants own a total of 200' of shoreline allowing up to 1,600 ft2 shaded impact. The proposed boathouse as well as the existing shaded impact will total 1,329 ft'. Anticipated Impacts The proposed boathouse will shade 756 ft' of Public Trust Area and Estuarine Water Areas of Environmental Concern (AECs) of Albemarle Sound bottom, 150 ft' of which is currently shaded by existing forger piers that are proposed to be covered by the roof of the boathouse. There will be some short-term turbidity during piling installation and an increase in boating activity and associated impacts to the area. Project Name: Rodda /Dover Boathouse Owners: William A. and Gretchen H. Rodda Carl T. and Juanita H. Dover 780 and 766 Leary's Beach Road Roper, NC 27970 Date: November 5, 2012 The purpose of this project is to add a roof covering over two existing boat slips and a section of an existing pier located between the slips. The boat slips were recently constructed as a part of an overall pier project approved under CAMA General Permit number 59485 -B. The construction and installation of the pier and boat slips were completed on November 2, 2012. The boat slips /lifts are on either side of a 5'4" wide pier. Our plan is to cover the two boat slips and the 16' x 5'4" section of the pier with a single 14' x54' roof structure; with 2' shore side (southern) finger piers outside the roof drip line. This project is in keeping with our original goal of a pier, deck, boat slips and boathouse shared between family members. The shared concept lessens the impact on the Albemarle Sound as compared to each family constructing their own pier, deck and boathouse. Gretchen and Juanita are sisters and the pier is located on the common property line between the two lots. As compared to two separate roofs, the single structure creates no additional regarding water cover because the section of pier separating the boat slips already provides "shade" over the water. A single roof cover actually costs less than two separate covers, and is simpler to construct than two separate covers. The pier and slips are a shared pier structure located on the common property line between the Roddas and Dovers on Leary's Beach Road near Roper, NC. The Rodda property is currently a vacant lot with a new post- Hurricane Irence bulkhead and backfill constructed under CAMA General Permit 59486 -B. The Dover property has a single - family residence on site, two outbuildings within a chain -link fenced area, a gazebo and a 14' x 16' shore side dock. The existing shared pier is 5'4" x 56' in size and has a shared 16' x 20'5" T -head deck. The boat slips are on either side of the pier immediately adjacent to the T -head deck. The vessels to be housed are non - commercial in nature used exclusively for recreational fishing, water sports and pleasure boating by the owners, family members and invited guests. Both vessels are center consoles, 20' in length, one with a T -top. Two 16' x 24' boat lifts were authorized under CAMA General Permit 59485 -B and 60951 -B and will be installed under this authorization. The construction materials for this project will be wood frame, wood siding and a metal roof. Support poles for the proposed roof are already in place. Construction will be performed from the existing pier and finger piers; the use of a barge should not be necessary for construction of the proposed boathouse. In summary, we are proposing the construction of a new boathouse and the addition of approximately 100 sf ( +, -) finger pier underneath the roof dripline to an existing pier structure under this application. The total shaded impact is 1,329 square feet as shown on the attached plan view drawing of the proposed project.
