Box U-4 Greensboro, North Carolina 27402 SUBJECT: Permit No. NC0002305 Authorisation to Construct Guilford Mills, Inc. Guilford East Plant Wastewater Treatment Plant Expansions & Modifications Kenansville, North Carolina Duplin County Dear Mr. Stansell: The final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the construction of expansions and modifications to the existing 0.5 MGD extended aeration facility to increase the flow capacity to 0.965 MGD and to consist of an aerated equaliza- tion basin, an aeration basin, dual 750 GPM equalization pumps with flow throttling, two 110-foot in diameter final clarifiers, conversion of the existing holding basin to an aeration basin, conversion of the existing two final clarifiers to aerobic digesters, dual 740 GPM return sludge pumps, and dual 50 GPM sludge wasting pumps subject to the following conditions: 1. An average flow of 0.5 MGD as stipulated in the current NPDES permit shall not be exceeded until a revised NPDES permit is issued. 2. Discharge from the subsurface drainage system installed under the equalisation basin and the equalization basin and the aeration basin shall be monitored as stipulated by. the. Regional Engineer. If necessary, as determined by the Regional Engineer, Division of Environmental Management, the subsurface drainage shad be returned to the wastewater treatment plant, or otherwise satisfactorily treated. This Authorization to Construct shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No. NC0002305. Also, enclosed is a copy of WPC Form #50 "Cost of Wastewater Treatment Works." This form is to be completed and returned to this office within thirty (30) days after the project is completed. Cont'd.
