Box 99 Spruce Pine, NC 28777 SUBJECT: Permit No. NC0000353 Authorization to Construct The Feldspar Corporation Wastewater Treatment Plant Additions Mitchell County Dear Mr. Loritsch: A letter of request for an Authorization to Construct was received March 26, 1987, by the Division. and final plans and specifications for the subject project have been reviewed and found to be satisfactory. Authorization is hereby granted for the for the continued operation of the existing 3.5 mgd inorganic solids waste treatment facility consisting of a cyclone seperator, vacum filters, two clarifiers, lime feed system, polymer feed and mixing system, pH monitoring and adjusting equipment, flow measuring and recording equipment, wastewater recycle system including pumps & piping. This authorization is also granted for the construction and operation of additional facilities consisting of 3200 linear feet of 4-inch gravity piping, a new clarifier. (56 feet diameter), seperation system for flouride and non-flouride bearing wastewater, a flouride wastewater neutralization tank with lime feed system, Sulfuric acid feed system, polymer addition & pH monitoring system and all related valves, pumps, pipes and appurtenances to serve as Feldspar Corporation waste treatment facility located in Mitchell County. This Authorization to Construct is issued in accordance. with. Part III paragraph C of the NPDES Permit No. NC0000353 issued February 25, 1987, and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in Permit. No. NC0000353. The Permittee must employ a certified wastewater operator in accordance with Part III paragraph I) of the referenced permit. The sludge generated from these treatment facilities must be disposed of in accordance with. G. S. 143-215.1 and in a manner approvable by the North Carolina Division of Environmental. Management. Box 27687, Raleigh, North Carolina 27611-7687 Telephone 919-733-7015 An Equal Opportunity Affirmative Action Employer The Asheville Regional Office, telephone number 704/253-3341, shall be notified at least twenty-four (24) hours in advance operation of the installed system so that an in -place inspection can be made of said system. Such notification to the Regional Supervisor shall be made during the normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State Holidays. In event the facilities fail to perform satisfactorily in meeting its NPDES permit effluent limits, the Feldspar Corporation shall take such immediate corrective action as may be required by this Division, including the construction of additional wastewater treatment and disposal facilities. The sludge generated from these treatment facilities must be disposed of in accordance with General Statute 143-215.1 and in a manner approvable by the North Carolina Division of Environmental Management. Reports on the operations of the permitted system shall be submitted to the Asheville Regional Office at regular intervals and in such form and detail as may be required by this Division. Diversion or bypassing of the untreated wastewater from the treatment facility is prohibited. One (1) set of approved plans and specifications is being forwarded to you.
