VAN DER VAART Secretary S. JAY ZIMMERMAN Director Enclosed please find a copy of the Compliance Evaluation Inspection form from the inspection conducted. on 3/16/2016. The Compliance Evaluation Inspection was conducted by Mark Brantley, Environmental Program Consultant, of the Fayetteville Regional Office. The cooperation of Mrs. Donrie Dukes, Grade IV ORC, was greatly appreciated. The facility was found to be in Compliance with permit NC0043176. As a reminder, preservation_ of the Waters\'of the State can only be achieved through consistent NPDES Permit compliance. Comments • Facility was clean and neat in appearance atthe time of the inspection. • Maintenance records, ORC log, and operators log were up to date. The aeration basin has a significant number of air leaks in the air distributionsystem.' Facility staff stated that when an air leak was repaired a new leak would be created at the next weakest spot in the air line. Having a significantamount of air leaks in the system reduces the amount of air that is delivered to the, aeration basin which in turn reduces the efficiency of this treatment unit. Reduced treatment efficiency can result in a NPDES permit limit violations such as (but not limited to) Ammonia and BOD.: Please remember NPDES permit violations can result in. Notices of Violation and/or Chill Penalty assessments with,fines up to $25,000 per day per violation. Significant air Teaks can also increase power operating costs because the blower units will have to work harder to supply the required air to the aeration basins. By having -the blower units working harder this will increase wear and tear on these units which could cause major repairs,to these units. Please consultthe town's engineering firm to determine the life - expectancy of the air distribution system since these units were constructed in 1979 and have had no major repairs or upgrades. The Division of Water Resources strongly encourages the City of Dunn to begin studying ways to repair or replace the air distribution system. However, a records review revealed flow violations for the months of January, March, November 2015 and January 2106. These violations were caused by wet weather periods which indicates more work needs to be done to correct the City's I/I problem. o The November 2015 eDMR was compared to the monthly laboratory bench sheets and no transcription errors were found. / Please refer to the enclosed inspection report for additional observations and comments.
