R-5911 — US 19E/NC 194 intersection project

Dear Mr. Wanucha:
The purpose of this letter is to initiate project scoping with regulatory and resource agencies and
other interested parties. Vaughn & Melton Consulting Engineers has been retained by the North
Carolina Department of Transportation to complete the project development, environmental and
engineering studies for the design of a right turn lane on US 19E at the NC 194 intersection
from US 19E northbound to NC 194 eastbound in the Cranberry Community, Avery County, NC.
The purpose of the project is to improve safety for the traveling public and provide safe passage
for pedestrians along this corridor. The corridor width is 120 feet and will be built on NCDOT
right of way or through private property easements. The length of the project is approximately
0.25 miles. There is residential and commercial land use throughout the project area. No
404/401 permitting should be required for this project.
Attached is a vicinity map and an aerial map for your review. We invite you to review the
attached project information and identify any issues and their scope that should be considered
in project planning and the environmental document. The Federal Highway Administration is
the lead federal agency. Your comments will be used in the preparation of a Categorical
Exclusion. Your comments are requested by May 7, 2021 to allow for consideration during the
planning of this project.
