Specifically, we addressed the following items listed below. The house is currently located in a residential subdivision in northern Cumberland County that was designed and approved in 1983. My client Mr. Herrera purchased the house from the county on July 2nd 2014, Mr. Herrera purchased the house because it is located close to his home and because it would make a nice home for his elderly parents. He is planning to do some minor updating inside and outside the house. We have attached some pictures of the house and the neighborhood. When Mr. Herrera contacted to county to get the house in compliance he was told that the house had been condemned and was scheduled for demolition because of a failing septic system with no option for repair. The county has put a stay on the demolition pending the outcome of this permit application. There is a very high demand for affordable housing in this part of the state and country, by approving the permit/system and allowing Mr. Herrera to use the space for his parents we would be making, good use of existing infrastructure, instead of demolishing an existing house and make an existing lot unbuildable. We are proposing a repair system that utilizes the top of the line package treatment system (AdvanTex) backed by a national company Orenco Systems. The manufacturer requires that the owner of the system hire a third party state certified system operator to inspect and operate the system biannually for the life of the system. This insures that the system will function as design over the .life of the system. 1. The proposed wastewater treatment facility discharges to a drainage ditch that flows into adjacent properties not under ownership of the applicant. Please provide documentation to demonstrate that appropriate easements exist that allow discharged wastewater to flow in the ditch for all property located before discharging to the first natural stream. There is a 20' drainage easement that runs the common back property lines in phase one of this subdivision. I have attached the original plat for reference. Since we were unable to show for certain that the easement continues all the way to the first natural stream we are proposing to move our discharge point to the northwest corner of the lot and discharge into the road ditch in the right of way, which will allow us to reach the nearest natural stream without crossing any adjoining private properties. 2. Please provide a 7QI0 flow estimate at the nearest natural stream (see attached facility map) from the following contact with the US Geological Survey: It is our understanding from previous permitting that a 7Q10 flow estimate is not required for repair permits. We contend that this property meets the requirements for a repair permit and is in line with previously approved applications by the agency. KRAYNAK, PE BATEMAN CIVIL SURVEY COMPANY, PC 200 NORTH MAIN STREET HOLLY SPRINGS, NORTH CAROLINA 27540 EXPLANATION OF SYSTEM OPERATION AND DESIGN The wastewater disposal system recommended for this site consists of a surface disposal system for a 3-bedroom single-family home containing the following: an existing 1,000 gallon septic tank ; a proposed 1000-gallon re -circulation tank equipped with an AdvanTex re -circulating fixed media filter and controls; a UV disinfection unit; a 1000 gallon pump tank with controls to service a Zoeller M140 pump with final disposal through a rip rap disposal pad. It should be kept in mind that this system is designed to accommodate a moderate amount of wastewater from the household and that all measures should be undertaken to minimize the volume of water entering the system to include the following precautions: 1. Providing water conserving plumbing fixtures within the house; 2. Making rapid repairs to leaking plumbing fixtures; 3. Developing conservative water use habits on the part of all - members of the household; 4. Monitoring and maintaining the system as may be necessary for proper operation; 5. Checking and pumping the septic tank sludge on a regular basis of approximately every two years when garbage grinders are not included; and 6. Insuring proper installation of this system by a competent installation contractor. The system as recommended is intended to provide satisfactory wastewater disposal for the site fora reasonable period of time. Due to the rather complex inter -relationship between soil properties, system installation, wastewater habit patterns of the household, system maintenance, vegetative activity, climate and rainfall, and other factors over which the Engineer has no control, yet which ultimately influence the successful operation of a wastewater disposal system, the Engineer requires that he/she be relieved of any liability that may result from failing or malfunctioning of this system of wastewater disposal. The persons occupying this residence should be familiar with the contents of the Engineer's recommendations. A conference should be held with the Engineer and the installation contractor in attendance prior to beginning any actual construction of the wastewater disposal system in order to answer any questions and to ensure that the installation contractor will make no changes to the recommended system without first obtaining written permission for such changes from the Engineer. The contractor shall coordinate his work schedule with the Designer and with representatives of the health department in order that appropriate and timely inspections of the construction work can be made. SITE PREPARATION REQUIREMENTS 1. The existing wastewater piping system from the residence to the location of the proposed septic tank shall be 4" diameter Schedule 40 PVC sewer pipe laid at 1.0% minimum grade. 2. The existing septic tank is a 1,000 gallon, reinforced precast concrete septic tank with full baffle, and shall be retrofitted with access risers to each chamber from ground level for checking the sludge level and pumping as needed and shall be retrofitted with an effluent filter. Wastewater piping from the septic tank to the location of the proposed re -circulation tank shall be 4" diameter Schedule 40 PVC sewer pipe laid at 1.0% minimum grade. 3. The proposed re -circulation tank shall be a 1,000 gallon, reinforced precast concrete pump tank and shall have easy access to each end of the tank from ground level for maintenance of the pump, control floats and Orenco re- circulating splitter valve provided by Orenco with the AdvanTex treatment system. All piping shall be schedule 40 PVC and constructed as shown on plan sheet 2 of 2. 4. Effluent will pass through the media filter and will collect in the bottom of the media filter pod as shown on plan sheet 2 of 3 and will flow back to the Orenco re -circulating splitter valve. The effluent will be split with a portion flowing to the UV disinfection unit and a portion flowing back to the re- circulation tank. 5. The media filter shall be constructed using materials provided by Orenco and specified on plan sheet 2 of 2. 6. After leaving the pretreatment media filter the wastewater will flow by gravity to a UV disinfection unit. After passing through the UV disinfection unit the wastewater will flow by gravity to a 1000 gallon pump tank equipped with a Zoeller M140 pump that will deliver 20 gallon doses to the rip rap disposal pad for final dispersion. 7. The contractor shall smooth the disturbed land surfaces after installation of all components of the wastewater treatment and disposal system have been completed, and shall leave the surface neatly shaped to shed rainwater. All disturbed areas and the discharge area shall be seeded with grass and covered with straw. The septic tank and recirculation tank should be checked periodically for sludge accumulation and should be pumped out as needed with the sludge being disposed of properly. Check yearly if garbage grinder is included within the wastewater system (not recommended) or check every two years for systems without garbage grinders. 2. Review the owner's manual for the control panel and check control panel for normal function during the weekly system inspection. 3. The discharge area should be protected from stormwater accumulation and from excessive sprinkling of the lawn in the discharge area. Pipe downspout stormwater away from the discharge area. 4. The development of conservative water use habits by all members of the household will greatly enhance the life of this system. 5. Leaking plumbing fixtures should be corrected as soon as possible, or could result in premature failure of the wastewater disposal system. 6. Check the bulb in UV unit monthly and replace annually. 7. The effluent filter at the outlet of the septic tank shall be checked and cleaned as needed during all routine inspections, and at least twice yearly. 8. All rutted or eroded areas that may occur within the area over the surface discharge. area shall be carefully filled with suitable loamy soil material. MODEL 112 Control Panel Single phase, simplex motor contactor control. The Model 112 control panel provides a reliable means of controlling one 120, 208, or 240 VAC single phase pump in pump chambers, sump pump basins, irrigation systems and lift stations.
