On September 24, 2012, the Division of Water Quality (Division) received your application
dated September 23, 2012, requesting a Buffer Authorization for your project. The Division has
determined that your application is incomplete and cannot be processed. The application is on-
hold until all of the following information is received:
1. Please provide a location map and also locate the property on the most recent bound
and published Wake County Soil Survey and the most recent USGS Topographic
Quadrangle Map. [per 15A NCAC 02H .0502 (c)].
2. Please resubmit your site plans on full plan sheets at a scale of no smaller than 1 " =50'
with topographic contours shown. [per 15A NCAC 02H .0502 (c)].
3. Please provide building envelopes for all lots with wetlands, streams and /or buffers on
the site plans. [per 15A NCAC 02H .0502 (c)].
4. Please enumerate all riparian buffer impacts on the site plan and clearly label impacts.

5. Please locate all of the protected riparian buffers as overlays on the site plan, clearly
showing Zone 1 and Zone 2. [per 15A NCAC 02H.0502 (c)].
6. Per Session Law 2012 -200, you must treat must provide stormw
new impervious surfaces in the buffer.

7. Per the Neuse River Basin Riparian Buffer Rule, you must show this site meets diffuse
flow requirements.
Pursuant to Title 15A NCAC 02B .0233 (8), the applicant shall furnish all of the above requested
information for the proper consideration of the application. If all of the requested information
is not received in writing within 30 calendar days of receipt of this letter, the Division will be
unable to approve the application and it will be returned. The return of this project will
necessitate reapplication to the Division for approval, including a complete application package
and the appropriate fee.
Please respond in writing within 30 calendar days of receipt of this letter by sending four copies
of all of the above requested information to the Wetlands, Buffers, Stormwater — Compliance
and Permitting (Webscape) Unit, 1650 Mail Service Center, Raleigh, NC 27699 -1650.
Please be aware that you have no authorization under Section 401 of the Clean Water Act or
the Neuse Riparian Buffer Rules for this activity and any work done within waters of the state
may be a violation of North Carolina General Statutes and Administrative Code.
