The reason I request the hearing is to understand what impact the proposed development of the Shoppes at Bush Hill may have on my property. My property lies adjacent to the proposed site of development. I have included a map. from the Randolph County GIS website that gives detailed information about flood plains, property lines, etc. On the map my property is parcel number 089910, as the map shows, most of my property lies within the 100- yeaz flood plain as do seven other adjacent properties. Current flood concerns have been discussed previously with Archdale City Council. Two streams currently run through the property one to the west and the other to the south. A single lane steel beam bridge provides access to my home and two others. On numerous occasions the water has come over the bridge and flowed out of the banks of the stream and we could not cross the bridge. On December 25, 2006, the water level rose to within two feet of contacting the bridge that provides access to my house and the two other residences. The site plan included with the public notice shows an impact in Figure 6 that I believe to be in the lines of my property. The development of said property will cause additional flooding due to parking lots, roads etc. which create additional runoff. The impact of flooding to adjacent properties needs to be addressed, as well as, the property being developed. Another concern is the land use for building a Wal-Mart. Currently there are five Wal- Mart stores within 12.67 miles of zip code 27263. One more is under construction within S miles. I do not believe the construction of a Wal-Mart store at the Shoppes at Bush Hill would be quality use of the land. Please consider my letter to grant a public hearing on the ownership and possible increased flooding of our property. Sincerely, `st pher B. Archdale, North Carolina 27263 Purpose: Concerns regarding potential increased flooding of existing residential properties connecting to the South of proposed development of Shoppes At Bush Hill. Location: Residential properties are located in the Sterling Ridge Subdivision. Affected properties are bordered on the West side by Aldridge Road - On the East side by the end of Hope Valley Drive and joins to the South side of the proposed development of Shoppes At Bush Hill. Statement: We are not opposed to this:proposed development, but want to make you aware of an existing and potentially increasing flood problem on our property. Our goal is to require the developer to address this issue and correct this problem during the development and construction process. We have owned our home at 204 Simmons Creek Ct. for 8-1/2 years. To the rear of the property is Muddy Creek and a wetlands area and is in a 100 year flood plain. On an average of one to two times a year in the Spring and early Summer when we have one to two inches of rain in a short period of time, we have very heavy flooding on our and adjacent properties. The water level comes within 25 to 30 feet of our driveway and garage basement area. In the years we have lived here, the level of flooding has increased due in part to housing development to the West of Aldridge Road and the I-85 Bypass which has increased the amount of water run off under Aldridge Road and across our properties. The width and depth of Muddy Creek has doubled due to the force of the water through it behind our properties. Also, on the East side at the end of Hope Valley Drive, the water can not exit fast enough due to restrictions of out flow there which causes the water to back up across our properties. Water from the drain culvert at the end of the roadway at Simmons Creek Ct. is next to my driveway on the west side of the property and drains via an underground pipe into Muddy Creek at the rear of the property. Also, on the East side of our property, all the water from the rear of the houses on Simmons Creek Ct. flow downward through our yard into Muddy Creek. All of these areas combined is a tremendous amount of water flowing into Muddy Creek at the rear of our properties. Our major concern is the potential increased runoff into Muddy Creek from the construction of the proposed new road and office and light industrial construction to the North behind our properties. If the flooding increases, it could easily reach our driveway, garage and basement areas facing towards the rear of the property. Another issue is regarding the sanitary sewage line that runs West to East across the rear of our properties. When the water is in the flood stage, water from the sewage line flows out of the top of the man hole cover. The next day after the water has receded, there is a gray residue left on the ground at the rear of our property. The proposed development plan shows a connection of the sewage line from that property into the existing sewage line on our properties. Will this increase the amount of sewage outfall from the existing man hole cover during times of flooding? Questions: The drawings of the proposed development indicate what appears to be a water retention pond in the area East of the end of Hope Valley Drive .Will this pond only receive water run off from the property to be developed or will the flood waters from Muddy Creek to the rear of our properties be channeled into it? If a public hearing is approved and scheduled, will we be notified by letter from the Corps Of Engineers or will this be announced only in the local newspapers? Requests: We do ask for your assistance in addressing these flooding issues and their effects on our homes and properties. We do request that a public hearing be held so that these issues and concerns can be voiced. I do not know if it is permissible by your agency, but if someone from your office wishes to have an on site view of these problems, we would be very happy to be available to you. Can your office advise us as to your requirements of the developer to issues of this nature? Enclosed with this letter is a marked up copy of a plat plan indicating the areas of our properties in relation to the proposed development. Also, the photographs will show you the flooding areas. There is a brief description written on the back of each photo giving orientation from our properties to the flooding areas and the proposed new development. I recently received a letter from the Corps of Engineers (Archdale Partners LLC) regarding the property that adjoins the rear of our property. I have great concerns with this project because of the water issues that we akeady have. If the water issues are not a top priority some houses in my neighborhood will sustain major flooding. As it stands now we have all the water that we can handle without anymore being dumped onus. I would appreciate greatly if we would be allowed a public hearing to address this issue before this project goes any further along. We are one of the four current residents (property owners) here on Weant Rd. We live across the street from where the new future LOWES store planning project is being processed. Do to the traffic that will take place when the future projects are complete LOWES/WAL-MART, are there any current or future plans to purchase these four properties located between Weant Rd. and HWY. 62 ?There is a big concern about own property values. ff you can lead us in the right direction on this matter it will be greatly appreciated to find out more about the projects that are taking place or to know about any hearings that will take place so that we can attend the hearings/meetings. As we understand it, the Sush Hill Shoppes will be only yards away #rom our home. We are the #irst home on Staffordshire Drive, 6505; we have a creek that runs a few feet from our home. This creek has already given us qui#e a lot of erosion and i# run-o## worsens we could surely have a #looding problem, or worse. We have voiced our concerns with the D.O.T. and #hey have put in river rock about the distance of 20 feet. They tell us this is more than they do normally; that they are not allowed.#o do more.. The dep#h of this creek, in places, looks #o be 4 - 5 feet deep. 1Nhen we have. a severe downpour the banks can overflow as it is now. It concerns us tha# this could become even more dangerous i# more water run-off is allowed to occur. My understanding is that the creek running to the left of our home empties into "Muddy Greek". {I have seen children playing along the banks after a s#orm when the creek is overflowing and it concems me for their sa#eiy) 1NE CANNOT ALLOW THIS TO GET WORSE. We have lived at 7100 Chanterelle Drive, High Point, NC 27263 since 1969 and have had the blessing of enjoying the "country living" for many years. Chanterelle Drive is in the development of Canterbury Forest off Weant Road and our property is adjacent to the proposed development areas. We are not opposed to progress and change when it is necessary, however, we do have some concerns about this development so close to our home. We are on well water (which we love) and also have a septic system. We do not want anything changed or built that would contaminate our water or cause our septic system not to function properly. We are also concerned about water run off onto our property from any changes in the natural flow of the land. We ask for your consideration to our concerns when deciding whether to approve the Archdale Partners LLC's application from the Department of the Army to authorize permanent impacts to the lands in this area.
