Wilmington CSX Railroad "Beltline" Improvement Project — (P-5740) -
The purpose is to increase the train speed between CSXs Davis
Yard in Navassa (Brunswick County) and 2nd Street in Wilmington, as
well as improving crossing safety. A program of tie and rail
rehabilitation/replacement was undertaken to bring the line of railroad
from Class 1 to Class 2 Federal Railroad Administration (FRA) track
safety designation. The improved track safety was coupled with the
increase in train speed from 10 mph to a 25-mph maximum. One
short sections of curve realignment was proposed near the Love
Grove community. Switches were upgraded as well. Along with the rail
improvements came improvements to the highway grade crossing
surfaces and signals. The project closed three existing atlgrade
crossings (Martin Street near Hooper Street, Martin Street portion
near 6th Street, and Clay Street) and improved 23 existing atlgrade
crossings. Two short connector roads (approximately one block long)
were built for connectivity associated with the crossing closures.
Present plans indicate about 0.52 acres of wetland impact for
installation of an additional signal and associated access road and
about 91 feet of stream impact at the rail realignment.
Moffatt & Nichol staff completed the NEPA compliance with an FRA
Categorical Exclusion. The work included Public Involvement, as well
as detailed Section 106 Cultural Resources coordination. Work also
included a Natural Resources Technical Report (NRTR), Preliminary
Jurisdictional Assessment (PJD) and a Community Impact
Assessment (CIA) in accordance with FRA and NCDOT standards.
