A copy of the Compliance Inspection Report is enclosed for your review. The site inspection and file review revealed that the subject facility is covered under NPDES Stormwater General Permit NCG030000 by Certificate of Coverage NCG030625. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Steel Creek, class C waters in the Catawba River Basin. As a result of the site inspection, the following permit condition violations are noted: 1) Stormwater Pollution Prevention Plan (SPPP) The permittee failed to develop and implement a Stormwater Pollution Prevention Plan (SPPP). During the site inspection, it was determined that the facility's SPPP did not include the following: Items 1(d), 1 (e), 2, 6, 7, 8, and 9. [Part 11, Section A] 2) Analytical Monitoring The permittee failed to conduct analytical monitoring of stormwater discharges as specified in Table 1 and in accordance with the schedule specified in Table 2. The DMRs have not been submitted to NC DEQ since 2016. [Part II, Section C] 4) Stormwater Annual Permit Fee The permittee failed to pay the administering and compliance monitoring fee within thirty days after being billed by the Division. [Part III, Section B, Item 8] Required Response • The annual permit fee must be paid within 15 calendar days of receipt of this notice. • A written explanation for why the violations occurred must be submitted within 15 calendar days. • The missing SPPP components must be completed and emailed to this office for verification within 60 calendar days. Submit Discharge Monitoring Reports (DMRs) for all years where sampling events have occurred and laboratory results have been obtained. DMRs must be submitted using the procedure outlined on our website: deg.nc.mv/SW-industrial. Thank you for your attention to this matter.
