The Pretreatment, Emergency Response, and Collection Systems (PERCS) Unit of the Division of
Water Resources has reviewed the Headworks Analysis (HWA) for the Town of Jefferson. The
HWA was submitted to reflect the new NPDES limits changes and to apply the dissolved metal
stream standards. The HWA was received by the Division on August 3, 2018.
The Division concurs with the HWA calculations for all pollutants of concern, with the
observations discussed below. These approved Maximum Allowable Headworks Loadings
(MAHLs), Maximum Allowable Industrial Loadings (MAILs), and the basis for these values are
found on the last page of the HWA spreadsheet. The results of the HWA are also listed in the
bottom section of the Allocation Table.
1. Cyanide and Silver Over Allocation: Cyanide and Silver are over allocated based on NPDES
loadings and stream standards Per the discussion between Michael Whittenburg from McGill
Associates, the town consultant and Vivien Zhong from PERCS Unit, the town would work
with the SIU to revise the IUP limits to resolve the over allocation. The PERCS Unit would be
notified when it is completed.
2. HWA Due Date: The HWA approved today is primarily based on DMR/STMP data for the
period of January through December 2016. Unless conditions at the POTW change
significantly and thus warrant an earlier submittal (see Comprehensive Guide, Section 8), the
POTW must submit an updated HWA on or before April 1, 2022.
