RE: Buckeye Lake Reservoir

Dear Ms. Homewood:
In response to your letter of March 3, 2021, I am providing the requested information as follows.
1. In a letter to the Town dated August 19, 2020 the resource agencies recommended that the
Town install a means to "pump around" in order to meet minimum downstream flows. Please
provide information regarding what efforts has the Town made with regards to this
recommendation.
Response: In 2020 the Town had West Consultants, PLLC study this, to recommend a method of
creating such a "pump around." A preliminary design using the existing raw water pump station
was provided. The cost of the project is estimated to be $250,000. This project has been added
to the latest recommended Capital Improvements Plan (CIP). The CIP is being considered now
for adoption by the Town Council. If adopted, the project is scheduled to be implemented in
2023. Since there are so many projects that need to be completed to address the Town's water
supply issues, not all of them can be constructed the same year. Other projects have taken a
higher priority since they would provide separate source water and reduce demand, thus
enabling the Town to discontinue or reduce withdrawals from Buckeye Lake during low stream
flows. A pump around system would help meet minimum downstream flows for a few days, but
due to the small volume of Buckeye Lake, the stored water would soon be depleted. In that
case, downstream flows would be out of compliance and the water system would be unable to
meet demand. By developing new sources of water, withdrawal from Buckeye Lake can be
reduced or stopped when needed so that flow over the spillway meets the minimum. The higher
priority projects that help meet this goal are the groundwater wells, the replacement of leaking
water mains and services, and the construction of another reservoir (Lake Coffey) in the short-
term. The Watauga River intake project will likely be the best long-term solution, but it is more
feasible to implement these other projects sooner.
2. Please provide the following data for the calendar year of 2020 in spreadsheet format: a. Daily
Water Use Data: Total daily volumes (gallons), highest estimated instantaneous withdrawal rate
(gallons/min) daily, beginning and ending times of withdrawal, and the downstream gate
reading one hour prior and one hour following daily withdrawal. b. Daily reservoir elevations
(provide lowest level record per day). c. Daily Water Restriction Stage
A spreadsheet with the requested data has been prepared and is attached to address A. and C.
We do not currently have any reservoir measurement device installed. Visual record of this kept
as "overflowing spillway" or "not overflowing" listed on the attached spreadsheet.
