Dear Ms. Homewood,
Please see below for my comments in reference to the above public notice.
• The reference to the conditions that must be met for projects deemed to be permitted should be
changed from "Subparagraph (b)(4)" to "Subparagraph (a)(4)"
• (a)(3)(D) states, "When a landowner believes their property is not in the correct region for
purposes of this Rule, they may have a soil scientist conduct a site -specific evaluation to
determine the soil series... The landowner shall submit the soil report to the Division of Water
Resources for review." DWR should provide contact information for where and to whom the soil
report should be submitted, and establish a review period.
