Simple. Versatile Reliable. For low -cast dependabitky in automatically controlling liquid le, conducts ce- actuated systems are without equal. Easily installed, they are highly accurate, and require minimum maintenance or adjustment In short, probe -type controls provide security and peace of mind when level control is abso- lutely essential. A leading producer of conductance probe -type level control devices, Warrick has a selection of controls, fittings and electrode materials which is among the broadest in the industry. This breadth and flexibility in products —along with nearly fifty years of practical problem -solving experience —add up to important advantages for users of liquid level control systems, Lower equipment costs. Warrick supplies a nun 'ter of electrode fittings which can accommodate multiple electrodes of varying lengths. This perrmits large differen- tials for liquid measurement and, ultimately, far lower equipment costs than with float systems. In addition, Warrick's electrodes (separate'/,; rods orwire-susoended rods) make it possible to change probes quickly and easily. The result? Substantial savings for applications requiring exotic materials. Reduced installation costa. Single fittings with muttipie elecrodes also save on installation sine: one fittinc(with multiple controls) can monitor several functions inde- pendently. What's more, cut -to -fit reds simplify installa- tton, saving time and money. Lass maintenance. The stationary probes of Warrick conductance -actuated systems also provide lower main- tenance and replacement casts than complicated float systems because there are no moving parts in the liquid to wear. The capability to handle several eeectrodee in a single fitting also reduces maintenance casts by con- centrating several functions in one mechanism. L.srr space. Single fittingimultipie elec rod also saves space when compared to bulky flitsystems. Maximum reliability. Warrick's stationary p eliminate moving parts —along with the for troublesome slicking and binding. That m rnore consistent operation than is possible with flo Since a Warrick probe -type conductance vated through contact with the very tip of enlelde 4" accuracy), there is no variation in o 'on. And with single fitting/multiple electrode capabili several functions can continue to operate reliably if one control fails. Another reliability plus. Greater accuracy, Warrick cute -fit elrequire no adjustments. For you, that means knowniassured accuracy. The system operates as specified a an instal- lation. Reliably. Accurately. Increased wear life. A probe -type control from Warrick eliminates all movement inside sure vessel: That provides a more positive sea systems requiring motion through the vessel end result is longer life due to less wear of components. Versatility. The availability of a wide range c components and materials allows Warrick to ffer customers a single source of supply. Step Two: Determine the flow rate, in GPM, of the system into which the bag filter is to be installed. Hayward single and double length bag filters work with flows of up to 100 GPM, ►f the systems flow rate is greater consider using two or more fitters mantfolded together, For example. if the system flow rate is 150 GPM using two manifotded filters would reduce the flow to a manageable 75 GPM through each. Step Throe: Select the bag. Ha 100 micron ratings. The bags are m They are double stitched and heat treat sealed to prevent contamination in shippi a double length 4.1 square feet. Step Four Consider start up pressure lose. bag filters are typically sized so that there is a 2 psi or less pressure loss across them with a clean bag installed. Keep in mind that this is just a guide. Remember that In most applications filtration efficiency fads off at about 8 to 10 psi loss and bag change out should take peace before a 20 psi Toes is reached. When in doubt select the filter with the lowest pressure loss. The time between bag change outs for a double length filter is more than twice that of a single length filter in the same application. Step Frve: Calculate start up pressure I+eus. To figure the total pressure loss across the filter with a clean bag re- quires making two pressure loss calculations and adding them together, i,e.. the lass across the filter vessel without a bag and er p raturel d bags are available in 5, 10, 25, 50 and m nonwoven polypropylene felt material. o minimize fiber migration. All bags are individually plastic wrapped and nd handling. A single length bag has a surface area of 2.0 square feet and Chart Numia. One -Vessel Pressure Lose Table Number One -Vessel Viscosity Correction Yiseasrgr in CPSS 200 400 $00 ‘,,,,Correction Factor Chart Number Two -Barg Pressu Table Tk+ro-bag Viscosity Correction the bag loss. First Use the system flow rate and Chart Number One to determine the loss across the filter without a bag (single and. double Length t6lter vessels have virtually the same pressure loss without a bag). Example: A flow rate of 30 GPM results in a .4 psi pressure loss. If the process media is water or has a viscosity less than 200 cps, that's it. If the viscosity is greater. select the correction factor that matches the process media viscosity in cps units from Table Number One. Multiply the pressure drop by this correction factor. t 00 Second: Single and double length filter bags have different pre du,a ivc,. Use Chart Number Two to dotorrrtino the pressure Toss per square foot of bag surface. Example: With a system flow rate of 30 GPM, a 5 or 10 micron bag would have a .2 psi loss per square ioot. This loss is idedby factors.0tor a are single length bag or 4.1 for a double length. These the respective surface areas, of the bag, in square feet. The loss for a single bag would be .1 psi (.2 - 2,0) and .05 tor a double (.2 — 4.1). For fluids with visccsitles ether than water select the correction factor from Table Two and multiply th800 e cps pressure drop by it, Example: if the fluid viscosity were the pressure loss for a single length oag would be 5.0 psi (.1 x 50.0), Last Add the pressure loss of the vessel and the bag together to get the pressure loss across the filter with the beg installed. rune d oy iSA $79.C7 tat . vcodure and 0 r,% p vary or adedc1 0'. Model MR Magnetic Drive Vertical Turbine Meter Sizes 3/4 1' -1 /2,P 2„_ 3 _ 4'-- 6" DESCRIPTION The Hersey Model. MVR series Magnetic Drive Vertical Thrbine Meter is smaller, lighter, and more efficient than conventional displacement type water meters. The all -bronze case holds the Dura-DriTM register, which is permanently hermetically sealed between a glass dome and metal housing. The measuring chamber features a noryl plastic inlet hub, polypropylene rotor and strainer (some models offer a stainless steel strainer). Easy and economical to maintain, both the register and interior components can be replaced without removing the meter from the line. MVR measuring chambers operate accurately in temperatures up to 130°F and are unaffected by sand and other small debris that jam other meters. OPERATION In normal operation, the polypropylene rotor is the only moving part of the MVR exposed to water. Hersey's exclusive Retro-Thrust® design promotes maxi- mum operating life by virtually eliminating wear on the thrust bearing at high flow rates. At low flow rates the rotor's tungsten carbide thrust bearing floats against the sapphire bearing for highest possible accuracy. The all bronze case houses a magnetically -driven register with center sweep hand, straight reading indicating either cubic feet, cubic metres, or gallons. APPLICATION The MVR can be used for any commercial or residential installation where space is tight, where flexibility is needed to meet required flow ranges, where water temperatures are elevated between 80 ° F and 130°F, or where sand particles or other small debris may be a problem. r E-r — a nr rArtrt c c_ "I -S s ueAf-As uS E r e/Ae. 3 P/PE. This application is being submitted on behalf of The Boulevard Compare• by Law Engineering and Environmental Services, lnca (l AW). The Boulevard Company is the responsible party of record for the 715 North. Church Street property. Background Information The subject site, located at the. 7O0 block of North Church Street in C:ltrtrlorte, North Carolina (Figures 1. 2 and 3,), consists of approximately 1 acre of land with frontage- en West 10th Street, Church Street. and West 1 1 th Street in the downtown area. Nevertheless, the past and present uses of the surrounding properties may have created environmental issues that could impact the site, The dewatering activities currently taking place on the subject site will cause a hydraulic gradient that could potentially influence the migration of possible nearby dissolved constituents toward the subject site. At many construction sites currently being developed in downtown Charlotte, including the Three First Union, First Union Coalitions, and Gatewa.y Village sites, low concentrations of contamination were originally detected, .A.s construction continued and dewatering progressed, constituent concentrations at a few of the downtown sites increased. In the past, developers who experienced this type of situation could file for an interim permit through the local Publicly Owned Treattnent Works (POTW) [i.e,„ Charlotte - Mecklenburg Utility Department (CMUD)] until an NPDES permit from the North Carolina Department of Environment and Natural Resources (NCDENR) is issued, In a letter dated July 28., 2000. CARA) informed LAW that effective May 1, 2001, all permitted discharges of rcmediated around water, contaminated ground water, subsurface drainage, or reinediated surface water to the sanitary sewer must. cease, Discharge of these wastewaters after May 1, 2001. will be a violation of the City of Charlotte Sewer Use Ordinance Prohibited Discharge Standards, Section 23-45 (b) (14). A copy' of this letter is included as .Attachment A. Due to the possibility of impacted ground water potentially: migrating to the site during dewatering. LAW is pursuing an NPDES permit from NCDENR as a proactive measure. Site investigations for potential ground -water contamination are often performed prior to construction. These site investigations normally consist of a Phase I Environmental Site Assessment (ESA) that includes a site reconnaissance and a regulatory file review, however, the scope of site investigations are usually up to the discretion of the property owner. Previous environmental assessment activities conducted by LAW at the subject site included a Phase I ESA and the removal of one orphan LIST. During the ESA, a site reconnaissance and regulatory, file review of the area discovered a dry cleaning business that has been located on the eastern corner of 715 North Church Street - Applicatwnfor NPDES Discharge Permi .LAWProject No, 30100-1-0272 April 4. 2001 the intersection of North Church Street and \Vest 1 lth Street, approximately 500 feet away from the subject site, since 1950. This discovery increases the possibility' that as the dewy°atering continues, a cone of depression may develop that rrtay induce the migration of contaminated water toward the subject site. A deevatering c sisti 9 wells, thirty= feet on center bordering all sides t f the property, has been installed on the site property. An initial ,ground -water sample was collected from the dewatering system on March 2,0, 2001, for the laboratory,' analysis of petroleum hydrocarbons and volatile constituents according to EPA Methods 601/602 and the 8 Resource Conservation and Recovery Act (RCRA)metals. Results of this initial ground -water sample, provided as Attachment £3, indicated that ground water at the site was not impacted by either dissolved -phase petroleum or chlorinated solvent constituents. Barium was detected on site at a. concentration of 0.088 milligrams per liter (mg'L1, below the North Carolina 2L ground-ww°ate-r standard for barium of 2.0 mg/L. Detailed description of the project: Project Description - Treatment and discharge of ground water recovered from construction -related dewatering and permanent dewatering of 'below -ground parking decks from a multi -story residential complex, If impacted ground water is produced on site during short-term construction -related dewatering and long-term permanent dewatering, the recovered ground water will be collected in a surge tank and forwarded by transfer pumps to activated carbon vessels for treatment. Post -treated water will be discharged directly to the storm -sewer system, with indirect discharge to Little Sugar Creek (Figure 3), Justification and Demonstration of Need - Ground water could potentially be impacted by petroleum constituents or chlorinated solvents, Historical laboratory analytical data of composite ground -water samples obtained from 19 dewatering wells at the site indicate that concentrations of all constituents tested are below the NCDENR limits. However„ due to the impacted ground -water that could potentially migrate during dewatering at the site, LAW is pursuing an NPDES permit front NCDFNR as a proactive measure, Initial start- up of the dewatering system will produce the maximum flow, which has been estimated at 50 gallons per minute (gpm) or 72400 gallons per day (gpd). The average flow is estimated to be 35 gpm (50,400 gpd). Permanent dewatering will likely be below the anticipated average, C. Not applicable D. 'TWO phases - Temporary dewatering during construction with an estimated maximum flow of 50 gpm and an estimated average flow of 35 gpm. Permanent dewatering with an average flow estimate of 35 gpm or less as a function of fluctuating ground -water elevation. IL Evaluation of Disposal Alternatives 1 Connection to POTW — In a letter dated July 28. 2000, the local POTW authority (i.e., CMUD) informed LAW that effective May L, 2001, all permitted discharges of remediated ground water, contaminated ground water, subsurface drainage, or remediated surface Water to the sanitary sewer .must cease, Discharge of these wastewaters after May I, 2001, will he a violation of the City of Charlotte Sewer Use Ordinance Prohibited Discharge Standards, Section 23-45 (h) (14). Pump and Haul — Assuming an average flow rate of 35 gprn. 50,400 gallons will be discharged by the dewatering system each day. With a conservative hauling cost estimate of $0.75/gal, this alternative would cost The Boulevard Company $37,800 per day to ship the contaminated groundwater off the site* Based on both the 'high. volume of groundwater discharged and the high cost of hauling and disposal, this alternative is not the most economically feasible option. The avatar°r will provide auto-dialing/messages for up to four programmed telephone numbers and four alert inputs. It is anticipated that only two alert inputs will be needed for the treatment system; one if the back-up transfer pump is activated, the other when the high -high alarm in the tank is triggered. Section C:.A Listing of Chemicals Found An nd-water sample was collected from the dewatering s stern on March 20. 2001, for the laboratory analysis of petroleum hydrocarbons and volatile constituents according to EPA 715 North Church Street - Application for ,NPDES Discharge Permit April 4. 2001 LAW Project No. 30100-1-0272 Methods 601/602 and the 8 RCRA metals. Results of this initial ground water sample, provided as Attachment B, indicated that ground -water at the site was not impacted by either dissolved -phase petroleum or chlorinated solvent constituents. Barium was detected on site at a concentration of 0.088 mg/L, below the North Carolina 2L ground -water standard for barium of 2.0 mg/L. Therefore, no "worst case" concentrations of detected constituents are presented in this application. if mon.itored consituents are detected, a table will be forwarded to be included in the NPDES permit application. Section D: Removal Efficiency of Each Compound Detected Because only barium was detected in the initial sampling of the site, no removal efficiencies for dissolved -phase petroleum or chlorinated solvent constituents can be determined.. However., upon detection of any monitored constituents, a table listing the expected removal efficiency of each detected constituent will be forwarded to be included in the NPDES permit application. Activated carbon has been used extensively for the removal of volatile organics. Based on LAW's experience with sirnilar projects and information perviously provided by Calgon Carbon Corporation, removal efficiencies of at least 99.99% could possibly be achieved if .volatile organics were identified at this site. The Boulevard Company° and LAW request the assistance -A' the 'NCDENR in preparing a permit for this site prior to the detection of any contaminants. PART II STANDARD CONDITIONS FOR NPDES PERMITS SECTION A. DEFINITIONS 1. Permit Issuing Authority: The Director of the Division of Water Quality, 2. DEM or "the Division" Resources, 3 ENE Used herein means the North Carolina Environmental Management Commission, 4. Actor "the Act" The Federal Water Pollution Control Act, also known as the Clean Water Act, as amended, 33 USC 1251, et. seq. 5. Mass/Day Measurements Means the Division of Water Quality, Department of Environment and Natural a. The "monthly average discharge" is defined as the total mass of all daily discharges sampled and/or measured during a calendar month on which daily discharges are sampled and measured, divided by the number of daily discharges sampled and/or measured during such month. It is therefore, an arithmetic mean found by adding the weights of the pollutant found each day of the month and then dividing this sum by the number of days the tests were reported. The limitation is identified as "Monthly Average" in Part I of the permit. b. The "weekly average discharge" is defined as the total mass of all daily discharges sampled and/or measured during the calendar week (Sunday - Saturday) on which daily discharges are sampled and measured, divided by the number of daily discharges sampled and/or measured during such week. It is, therefore, an arithmetic mean found by adding the weights of pollutants found each day of the week and then dividing this sum by the number of days the tests were reported. This limitation is identified as "Weekly Average" in Part I of the permit. c. The "maximum daily discharge" is the total mass (weight) of a pollutant discharged during a calendar day. if only one sample is taken during any calendar day the weight of pollutant calculated from it is the "maximum daily discharge." This limitation is identified as "Daily Maximum," in Part I of the permit. d. The "average annual discharge" is defined as the total mass of all daily discharges sampled and/or measured during the calendar year on which daily discharges are sampled and measured, divided by the number of daily discharges sampled and/or measured during such year. It is, therefore, an arithmetic mean found by adding the weights of pollutants found each day of the year and then dividing this sum by the number of days the tests were reported. This limitation is defined as "Pumual Average" in Part I of the perrnit. 6. Concentration Measurement a, The "average monthly concentration," other than for fecal coliform bacteria, is the sum of the concentrations of all daily discharges sampled and/or measured during a calendar month on which daily discharges are sampled and measured, divided by the number of daily discharges sampled and/or measured during such month (arithmetic mean of the daily concentration values), The daily concentration value is equal to the concentration of a composite sample or in the case of grab samples is the arithmetic mean (weighted by flow value) of all the samples collected during that calendar day. The average monthly count for fecal coliform bacteria is the geometric mean of the counts for samples collected during a calendar month. This limitation is identified as "Monthly Average" under "Other Limits" in Part 1 of the permit. Part II Page 2 of 11 6. b. The "average weekly concentration," other than for fecal coliform bacteria, is the sum of the concentrations of all daily discharges sampled and/or measured during a calendar week (Sunday/Saturday) on which daily discharges are sampled and measured divided by the number of daily discharges sampled and/or measured during such week (arithmetic mean of the daily concentration values). The daily concentration value is equal to the concentration of a composite sample or in the case of grab samples is the arithmetic mean (weighted by flow value) of all the samples collected during that calendar day. The average weekly count for fecal coliform bacteria is the geometric mean of the counts for samples collected during a calendar week. This limitation is identified as "Weekly Average" under "Other 1.1111itS" in Part I of the permit. c. The "maximum daily concentration" is the concentration of a pollutant discharge during a calendar day. If only one sample is taken during any calendar day the concentration of pollutant calculated from it is the "Maximum Daily Concentration", It is identified as "Daily Maximum" under "Other Limits" in Part 1 of the permit, d. The "average annual concentration," other than for fecal coliform bacteria, is the sum of the concentrations of all daily discharges sampled and/or measured during a calendar year on which daily discharges are sampled and measured divided by the number of daily discharges sampled and/or measured during such year (arithmetic mean, of the daily concentration values). The daily concentration value is equal to the concentration of a composite sample or in the case of grab samples is the arithmetic mean (weighted by flow value) of all the samples collected during that calendar day. The average yearly count for fecal coliform bacteria is the geometric mean of the counts for samples collected during a calendar year. This limitation is identified as "Annual Average" under "Other Limits" in Part I of the permit. c. The "daily average concentration" (for dissolved oxygen) is the minimum allowable amount of dissolved oxygen required to be available in the effluent prior to discharge averaged over a calendar day. If only one dissolved oxygen sample is taken over a calendar day, the sample is considered to be the "daily average concentration" for the discharge. It is identified as "daily average" in the text of Part I. The "quarterly average concentration" is the average of all samples taken over a calendar quarter. It is identified as "Quarterly Average Limitation" in the text of Part I of the permit. g. A calendar quarter is defined as one of the following distinct periods: January through March, April through June, July through September, and October through December. 7. Other Measurements a. Flow, (MGD): The flow limit expressed in this permit is the 24 hours average flow, averaged monthly. It is determined as the arithmetic mean of the total daily flows recorded during the calendar month, b. An "instantaneous flow measurement" is a measure of flow taken at the time of sampling, when both the sample and flow will be representative of the total discharge. c. A "continuous flow measurement" is a measure of discharge flow from the facility which occurs continually without interruption throughout the operating hours of the facility. Flow shall be monitored continually except for the infrequent times when there may be no flow or for infrequent maintenance activities on the flow device. Types of Samples a. Composite Sample: A composite sample shall consist of: (1) a series of grab samples collected at equal time intervals over a 24 hour period of discharge and combined proportional to the rate of flow measured at the time of individual sample collection, or Part II Page 3 of 11 8. a. (2) a series of grab samples of equal volume collected over a 24 hour period with the time intervals between samples determined by a preset number of gallons passing the sampling point.
