Date: February 13, 2009 bruary 27, 2009 GENERAL: The facility .was last inspected by MCWQP on January IS, 2008, A Compliance Evaluation Report was last issued on 'February 22, 2008, PERMIT: The current permit became effective on December 1, 2005, and expires on June 30, 2010. The current permit properly describes the facility and appears adequate for the waste stream being treated. The portion of the facility associated with the NPDES treatment works and discharge consists of three lime -slurry holding tanks, a seepage collection pond, followed by a treatment pond where carbon dioxide is added for pH adjustment. The certification classification for NC0079758 requires that the facility have an Operator in Responsible Charge (ORC) with a Grade I Physical Chemical Water Pollution Control System (PC-1) certification, The facility is staffed (ORC and back-up) with personnel that possess the appropriate operator certification. Ms. Angelique Crews (Back-up ORC) is currently past due on the certification renewal fee, which was due January 1, 2009. Please ensure that all certification fees are paid before the operator's certification is switched to "Inactive". RECORDS/REPORTS: Discharge Monitoring Reports (DMRs) were reviewed for the period January 2008 through December 2008 and appear to he properly completed. Records, reports, and logs are clear and well maintained. DMRs list no discharges for the year in review. FACILITY SITE REVIEW: All of the major components of the facility ‘vere in service and appeared to be operating properly at the time of the inspection. During the facility walk through white staining was observed on trees near the unnamed tributary to Taggart Creek. When questioned regarding the staining the facility's. ORC noted a release of approximately 600 gallons of lime slurry from tank #1 occurred on January 19., 2009. A frozen pipe that ruptured in a secondary containment area caused the release. The spill entered the storm drain system and was discharged to the unnamed tributary but did not reach Taggart Creek. No impacts to the tributary were observed during the inspection. The spill was cleaned up by Stanley's Septic and reported to the Mecklenburg County Water Quality Program on January 19, 2009, but no notification was made to the Division of Water Quality (permitting authority for wastewater and stormwater permits). Following the phone conversation on January 1.0, 2007,,with Ms. Marcia Allocco of this Office a file review was completed to locate any Operator in Responsible Charge (ORC) Designation forms submitted fir the National Welders Supply facility. The file review found an ORC Designation form completed by National Welders Supply and dated October 29, 2002. 1-his form designated Ms. Angelique Crews as the ORC of the National Welders Supply facility. However, after reviewing the form it was noted that Crews did not have the correct certification (WW1 certification when PC-1 was required) and therefore., this is probably why Ms. Crews vas not designated as the ORC for the facility by the Division of Water Quality. Please complete the enclosed ORC Designation form including the relevant PC-1 certification numbers for Ms. Crews and the Back-up ORC by February 12, 2007. The NOV cites a TSR value of 35 mg/1, which exceeds the monthly average of 30 mgil, but is less than the 45 mg/1 daily maximum. As was stated in the Discharge Monitoring report (DMR) submitted by National Welders, no major changes occurred near the time of sampling to cause the TSR increase, Furthermore, the results of turbidity monitoring at downstream of 77 NTU and upstream of 90 NTU indicated the discharge did not negatively impact the stream water quality, but rather the effluent improved the water clarity, No reason has been identified as a cause for the high TSR result, which was inconsistent with turbidity results. In an effort to quantify the amount of solids released to the environment, the TSR level of 35 mg/1 is shown to be equivalent to 0.0003 lbsigallon. During this discharge event, approximately 14,000 gallons of water were reported to have been discharged, for a total of 4.1 pounds of TSR discharged to the tributary. However, it is highly likely that National Welders flow circulation system pump was activated during the discharge period because recycled water is used on a daily basis. This would have pumped water into the production process, and would have prevented its discharge over the weir Therefore, the actual flow discharged is believed to have been well below the calculated discharge flow. Please note that since the March submittal, DMRs have been submitted for April, May, and June monitoring, Sampling results for each month shows TSR to be well below the daily and monthly limits. The case covers a TSR daily maximum violation (not assessed) and a TSR. monthly average violation, occurring during 11/02. The only reported discharge during 1.1/02 was on the 12th, with a reported flow of 0.0023 MGD. According to the company, 2 inches of stormwater on the date of the violation and maintenance activities on the seepage pond and treatment basin during the period from 9/12 through 10/3 may have contributed to the TSR violations on 11/12. Supposedly, the discharge lasted only 3 hours. During 12/02, 1/03, 2/03, and 3/03 (latest DMR), there were a total of only 5 reported discharges from the system. The TSR monthly average limit was violated during 3/03, but the value does not meet assessment criteria. There have been no previous civil penalty assessments for limits violation against NWSC. Within the framework of the remission factors, the permittee did not truly provide justification for remission of the assessment; however, the duration and gravity of the violation was not significant; only 0.92 pounds of TSR was discharged. (National Welders) The NOV was issued in response to the November Discharge Monitoring Report (DMR) submitted by National Welders to the North Carolina Department of Environment and Natural Resources (NCDENR)-Mooresville Regional Office, dated December 27, 2002. The DMR reported Total Suspended Solids (TSS) at a concentration of 48.0 milligrams per liter (mgil) on November 12, 2002. According to the National Pollutant Discharge Elimination System (NPDES) discharge permit for the subject site, Permit No. NC0079758, the daily maximum standard for TSS is 45.0 mg1 with a monthly average of 30.0 mg/1. National Welders would like to request a remission or mitigation of the civil penalty assessment of $1,000. The exceedance occurred when two -inches of storm water were observed being discharged over the weir from treatment basin into an unnamed tributary of Taggart Creek. This discharge had occurred for approximately three hours prior to discovery. Once the discharge was detected, storrn water overflow was pumped into a seepage pond to prevent additional discharge into the tributary. Prior to this discharge event, National Welders had undertaken maintenance activities on the seepage pond and treatment basin during the month of October 2002. These activities included the following: • use of a tractor/back-hoe to excavate portions of the treatment pond, • riprap removal and replacement, slope stabilization, and, compaction/removal of soil located in the basin of the seepage pond and seepage treatment basin, In an effort to improve the current treatment system, these maintenance activities may have contributed to the TSS readings recorded in November. In an effort to quantify the arnount of TSS released to the environment, the TSS level of 48 mg/1 is shown to be equivalent to 0.0004 ibs/gallon. During this discharge event, approximately 2,290 gallons of water flowed over the weir, for a total of 0,917 pounds of TSS discharged to the tributary. During the entire discharge, less than one pound of TSS was released. In addition, laboratory analysis for turbidity of samples collected upstream of the discharge point equaled 57 NTU, and downstream equaled 47 NTU. Therefore, not only did the discharge not cause the turbidity of the tributary to exceed 50 NTU, it improved the turbidity by 10 NTU. In accordance with Section 2(a) of the Notice of Violation and Civil Penalty Assessment, National. Welders believes that the penalty assessment factors presented in the North Carolina General Statute Excerpt 143B-282.1 may have been wrongfully applied. Due to the minute amount of TSS released to the tributary, National Welders believes that there was no significant harm to the natural resources of the State, to the public, or to private property resulting from the violation; nor were there observable or anticipated effects on ground or surface water quantity or quality or on air quality. Given that the discharge occurred for a maximum of three hours, the duration and gravity of the violation was not significant. There were no costs of rectifying the damage, nor was any amount of money saved by noncompliance. In fact, costs incurred to perform the above mentioned preventive maintenance on the treatment system prior to the violation exceeded $9,000, This invoice is included as Attachment A. Finally, the violation was unintentional National Welders acknowledges the exceedance of permitted TSS discharges, However, it is National Welder's hope that this request for remission will be considered carefully, and that the civil penalty of $1,085.45 assessed for the subject site will be dismissed. A copy of the NPDES Compliance inspection Report was attached to the aforementioned NOD. The NPDES Compliance Inspection was conducted at National Welders by David Rimer of the Mecklenburg County Department of Environmental. Protection (MCDEP) on December 30, 2002. This written response will address each of the listed deficiencies found under the Self - Monitoring Program section of the .NPDES Compliance Inspection Report. Records/Reports Deficiency #.1 The June 2002 DMR listed Flow, Total Suspended Residue and pH Ibr only one day. The rest of the month had rio monitoring data. The June 2002 Discharge Monitoring Report (DMR) was corrected by listing monitoring data (i.e. Daily Flow = 0.0000) for the days of the month in which no flow occurred on site. A Compliance Evaluation Inspection report was issued on January 10, 2002. PERMIT: The current permit expires on. June 30, 2005. The current perrnrt properly describes the facility and appears adequate for the waste stream being treated. The portion of the facility associated with the NPDES treatment works and discharge consists of a lime slurry holding pond, two seepage collection ponds, followed by a treatment pond where carbon dioxide is added for pH adjustment. RECORDS/REPORTS: Discharge Monitoring Reports (DMRs) and daily logs were reviewed for the period November 2001 through October 2002. The following DMRs were not properly completed: The June 2002 DMR listed Flow, Total Suspended Residue and pH for only one day. The rest of the month had no monitoring data. The October 2002 DMR listed Flow, Total Suspended Residue and pH The rest of the month had no monitoring data or o y one day. Discussion with the facility representative indicated that for .tune and October 2002 discharge only occurred on one day each month. The monitoring frequency for Flow and pH is weekly and the monitoring frequency for Total Suspended Residue is twice monthly. Amended DMRs will be submitted to NCDENR indicating no flow for the rest of each month.. Rating: Marginal. The proposed wastewater treatment facility will be located at the National Welding Supply Company (NWSC) facility at 5313 Old Dowd Road, Charlotte, NC (Old Dowd facility). The treatment facility will discharge into a tributary of Taggart Creek under conditions of NPDES Permit No. NC0079758. The enclosed information and documentation for the treatment system was prepared by AWARE Environmental Inc. (AEI) in cooperation with and on behalf of NWSC. BACKGROUND NWSC operates an acetylene production and gas distribution center at the Old Dowd facility. In the past, carbide lime, a by- product of the acetylene production operations, was stored in a holding basin at the facility. Seepage and associated stormwater from the holding basin periodically enters the tributary to Taggart Creek. National Welders in cooperation with the NCDEHNR- Mooresville Regional Office and the Mecklenburg County Department of Environmental Protection is currently proceeding with programs to control the high pH seepage and stormwater, and for the recovery/removal of the carbide lime stored in the holding basin. (345 1 neutralization and solids separation for the collected water prior to intermittent, manually controlled discharges to the tributary of Taggart Creek. Normally the collected seepage and stormwater will be used in lime recovery operations and the water level in the treatment basin will be minimized. However, discharges to the tributary from the treatment basin using the water re -use pumping system may be necessary when the lime recovery system is out of service for a prolonged period. The seepage treatment system process flow diagram is presented as Drawing EN-3 contained in the Specifications for the Seepage/run-off Control Plan - Seepage Treatment Basin Design document given in Attachment A. A summary of the design basis for the seepage treatment basin is presented in Attachment B. The proposed pH control system utilizes carbon dioxide (CO2) for seepage neutralization. The use of CO2 was chosen for pH control due to its ready availability, familiarity of use and handling by NWSC, and non -hazardous characteristics. To evaluate whether the use of CO is appropriate for this application and will enable perinif compliance, a treatability study was conducted by AEI. The treatability study data collection and evaluation included CO2 requirements, CO2 transfer efficiency and calcium carbonate production at various rates of CO2 addition and worst case pH conditions. The study was performed at the National Welders facility on September 2, 1992. The methodology used in the study, the study results, a discussion of the conclusions reached in the study and the pH neutralization system design criteria are presented in the treatability study report given in Attachment C. The current effluent limitations in the National Welders NPDES permit (NC0079758) include flow (0.0143 MGD monthly average), total suspended solids (30 mg/L monthly average and 45 mg/L daily maximum), and pH (6.0 s.u. - 9.0 s.u.). Based on the results of the treatability study, permit compliance for pH and TSS is predicted. Test results indicate effluent pH values should range from 7.5 s.u. to 7.8 s.u. and TSS concentrations from 1 mg/L to 18 mg/L (based on thirty (30) minute settling time). Calcium carbonate precipitate produced in the pH neutralization process will be collected in the treatment basin and periodically incorporated into the carbide lime recovered from the holding basin. The quantity of calcium carbonate production will be more dependent on the anticipated dry weather seepage flow rather than total permitted flow. During rainfall events, CO2 addition will not likely be required. The seepage treatment system design drawing with equipment specifications, and the system details and profiles are given in Drawing Nos. EN-1 and EN-2, respectively. As shown on these drawings, a carbonator was included in the pH control system design to enable pH neutralization during periods when basin water level restricts the use of the CO, diffuser system. All channel banks and sharp breaks shall be sloped to no steeper than 1:1. All top soil containing excessive amounts of organic matter shall be removed. Existing stream channels crossing the foundation area shall be deepened and widened as necessary to remove all stones, gravel, and sand, and to accommodate compaction equipment. The surface of the area on which fill is to be placed will be scarified before placement of embankment material. 2. Cutoff Trench The cutoff trench shall be excavated to lines and grades shown on the plans. The cutoff trench shall be backfilled with suitable material and compacted in the same manner as specified for the earth embankment. The trench shall be free from standing water during backfilling the cutoff and compaction operations. The side slopes shall be no steeper than 1:1. The bottom width shall be wide enough to permit operation of compaction equipment. Embankment shall be constructed in accordance with specification 02200. Place and compact fill material in 6 to 8-inch continuous layers over the entire length of the fill area. The collection pond embankments shall be compacted to 95 percent of maximum dry density by ASTM 698 as specified for Type A density control under specification 02200. Erosion Control During Construction Direct surface water away form unvegetated areas. Stabilize the emergency spillway embankment and all other disturbed areas above the crest of the principal spillway immediately after construction. 4. Borrow Areas All borrow areas outside the pool area shall be graded, seeded, and left in such a manner that they are well drained and not subject to erosion. If possible, they should drain through the sediment basin. General 02100-1 This section includes site clearing and tree protection for construction and completion of all work under this contract. 2. Duality Standards Perform work in accord with OSHA requirements and requirements of Environmental Protection Agency, State and local governmental requirements. Protection Protect existing trees and other vegetation outside of grading limits against unnecessary cutting, breaking or skinning of roots, skinning and bruising of bark, smothering of trees by stockpiling construction materials or excavated materials within drip line, excess foot or vehicular traffic, or parking of vehicles with drip line. Provide temporary fences, barricades or guards as required to protect trees and vegetation to be left standing. Provide protection for roots over 1-1/2 inch diameter that are cut during construction operations. Coat cut faces with an emulsified asphalt, or other acceptable coating, especially formulated for horticultural use on cut or damaged plant tissues. Temporarily cover all exposed roots with wet burlap to prevent roots from drying out; provide earth cover as soon as possible. Repair trees damaged by construction operations, in manner acceptable to Engineer. 4. Clearing and Grubbing Remove trees, shrubs, grass, weeds, and other vegetation, improvements, or obstructions that interfere with new construction. Removal includes new and old stumps of trees and their roots. Clearing consists of removal from above surface of existing ground all trees, shrubs, brush, downed timber, rotten wood, heavy growth of grass and weeds, vines, rubbish, structures and other debris within the clearing limits. Grubbing consists of removal of stumps, roots, root mat logs, and debris encountered within limit of clearing. In cut areas, ground shall be totally grubbed. In fill areas where fill is less than 3 feet in depth, ground shall be totally grubbed. 02100-2 Fill depressions caused by clearing and grubbing operations with satisfactory soil material unless further excavation or earthwork is indicated. Deposit material in trenches, evenly distribute and fill all voids completely before filling another layer. Remove all material placed in areas not approved by Engineer. SPECIFICATION 02200 EARTHWORK General 02200-1 Earthwork shall include the loosening and removing, transporting, storage, backfilling, and all handling of material of either natural soils, deposited soils, rock or boulder for the construction and completion of all work under this Contract. 2. Associated Definitions "Earth" includes all materials such as sand, gravel, clay, loam, muck, soft or disintegrated rock, not requiring blasting, barring or wedging from their original beds, and specifically excludes all ledge or bed rock, and individual boulders or masonry larger than one-half cubic yard in volume. "Subgrade" is earth material on which structures or other materials are to be placed. "Backfill" includes selected materials for the backfilling of all excavations and trenches up to the original surface of the ground or to other grades as may be shown or directed. "Spoil" includes surplus excavated materials not required or suitable for backfills or embankments. "Embankments" include fills constructed of selected materials above the original surface of the ground. "Rock" includes all pieces of ledge or bed rock, boulders, or masonry larger than one-half cubic yard in volume requiring blasting, barring, or wedging for removal from their original beds. Excavation Excavations shall be of sufficient size, and only of sufficient size, to give suitable room for the proper construction of structures and appurtenances, including allowances for sheeting, dewatering, and other similar work necessary for completion of the Contract. 02200-2 Excavations for structures shall be made only to the lines and grades shown on the Plans, specified, or directed. The trenches in which pipelines are to be constructed, shall be excavated in all cases in such manner and to such depths and widths as will give suitable room for the pipelines which the trenches are to contain for sheeting, pumping, and draining, and for removing the material not suitable for pipe subgrade. Trenches for pipes shall be not less than 6 inches wider than the pipe in the clear on each side. Width of trenches, measured 18 inches above the top of the pipe shall not exceed 12 inches on each side, except sheered trenches wherein this width shall not exceed 24 inches. Under ordinary conditions excavation shall be open cut. 4. Rock Excavation Where rock is encountered, the excavation shall be done in accordance with the applicable provisions hereof. For concrete structures, rock shall be excavated only to the bottom of the structures. Blasting shall not be allowed on site in any condition. Rock shall be removed by drilling, boaring, wedging, or other mechanical methods. Excavation Below Subgrade In case the materials encountered at the limiting subgrades are not suitable for proper support of structures, the Contractor shall excavate from the limiting subgrades shown or specified, to such new lines and grades as will be ordered by the Engineer. Excavation below subgrade shall be done only upon express orders of the Engineer. Unless otherwise shown or specified, the limiting subgrade for structures shall be the underside of structures at the footing lines. The additional space excavated below the subgrade shall be refilled with granular materials, 3000 psi concrete or with other materials as the Engineer may direct. The additional work and materials will be paid for by change order. 02200-3 Embankment Embankments shall be constructed to establish lines and grades at the locations shown on the Plans and as directed by the Engineer. Embankment materials shall be natural soil free from excessive moisture, frost, stumps, trees, roots, sod, muck, marl, vegetable matter or other unsuitable materials. Embankment material shall be obtained from acceptable materials on the site or from approved borrow pits and shall be well graded from fine to coarse with a minimum content of silt. All materials shall be suitable for compaction in layers not exceeding 8 inches in thickness and shall remain stable when wet. The entire surface to be covered with embankment shall be stripped of all grass, vegetation, topsoil, rubbish, or other unsuitable materials and scarified before any embankment material is placed. In general, embankment materials shall be placed in horizontal layers not exceeding 8 inches in thickness, measured after compaction, and shall be thoroughly compacted. Stones, if any, shall not exceed 6 inches in greatest dimension and shall be will distributed throughout the mass. Where embankments are to be constructed across ground which will not support the weight of the construction equipment, the fill shall be constructed by placing 3,000 psi concrete until a satisfactory bearing is obtained. In areas upon which structures are to be built, the embankment materials shall be placed in layers not exceeding 6 inches in thickness, measured after compaction. All embankments shall be subject to Density Control. 7. Unauthorized Excavation Whenever excavations are carried beyond or below the lines and grades shown on the Plans, or as given or directed by the Engineer, all such excavated space shall be refilled with 3000 psi coperete for collection pond excavation. Granular material may be used for other pipeline over excavation. All material which slides, falls, or caves into the established limits of excavations due to any cause whatsoever, shall be removed and disposed of at the Contractor's expense. No extra compensation will be paid the Contractor for any materials ordered for refilling the void areas left by a slide, fall, cave-in, or any other unauthorized excavation. 02200-4 8. Removal of Water The Contractor shall at all times during construction, provide and maintain proper and satisfactory means and devices for the removal of all water entering the excavations, and shall remove all such water as fast as it may collect, in such manner as shall not interfere with the prosecution of the work or the proper placing of pipelines, masonry, or other work. Removal of water includes the construction and removal of cofferdams, sheeting and bracing, the furnishing of materials and labor necessary therefore, excavation and maintenance of ditches and sluice -ways and the furnishing and operation of pumps, wellpoints, and appliances needed to maintain through drainage of the work in a satisfactory manner. Water shall not be allowed to rise over or come in contact with any masonry, concrete or mortar, until at least 24 hours after placement, and no stream of water shall be allowed to flow over such work until such time as the Engineer may permit. Unless otherwise specified all excavations for structures and pipelines which extend to or below the static ground water elevations shall be dewatered by lowering and maintaining the ground water to an elevation at least two feet below the excavation subgrade. Where the presence of fine grained subsurface materials and. a high ground water table may cause the upward flow of water in to the excavation with a resulting quick condition, the Contractor shall install and operate a wellpoint system to prevent the upward flow of water during construction. Where wellpoints are used, the ground water shall be lowered and maintained continuously (day and night) at a level not less than two feet below the bottom of the excavation. Excavation shall not be permitted at a level lower than two feet above the water level as indicated by the observation wells. The effluent pumped from the wellpoints shall be examined periodically by qualified personnel to determine if the system is operating satisfactorily without the removal of fines. The water level shall not be permitted to rise until construction in the immediate area is completed and the excavation is backfiiled to the original grade. 02200-5 Stand-by gasoline or diesel powered equipment shall be provided so that in the event of failure of the operating equipment, the stand-by equipment can be readily connected to the system. Wellpoints shall be installed in the center of a sand wick drain which shall be placed by means of a sanding shell or other approved means to provide a sand core not less than 10 inches in diameter. Detached observation wells of similar construction to the wellpoints shall be installed at intervals of not less than 50 feet along the opposite side of the trench from the header pipe and line of wellpoints, to a depth of at least 5 feet below the proposed excavation. In addition, one wellpoint in every 50 feet shall be fitted with a tee, plug, and valve so that the wellpoint can be converted for use as an observation well. Observation wells shall be not less than 1-1/2 inches in diameter. Water pumped or drained from excavations, or any sewers, drains, or water courses encountered in the work shall be disposed of as directed by the engineer. Any damage caused by improper handling of water shall be repaired by the Contractor at his own expense. 9. Storage of Material Topsoil suitable for final grading shall be removed and stored on the site separately from other excavated material. 10. Sheeting and Bracing The Contractor shall furnish, place and maintain such sheeting, bracing and shoring as may be required to support the sides and ends of excavations in such manner as to prevent any movement which could, in any way, injure the pipe, sewers, masonry, or other work, or endanger existing structures, pipes or pavements; cause the excavation limits to exceed the rights -of -way limits; or to occasion a hazard to persons engaged on the project or the general public. In no case will bracing be permitted against pipes or structures in trenches or other excavations. All timber sheeting and bracing shall be sound and straight, free from cracks, shakes, and large or loose knots, with dressed edges where directed, and shall otherwise conform with National Design Specifications for Stress Grade Lumber for lumber of a minimum fiber stress of 1,200 pounds per square inch. 02200-6 Steel sheeting and bracing shall be sound and shall conform with ASTM Designation A-7, with a minimum thickness of 3/8 inch. Sheeting shall be driven as the excavation progresses, and in such manner as to maintain pressure against the original ground at all times. The sheeting shall be driven vertical with edges tight together, and all bracing shall be of such design and strength as to maintain the sheeting in its proper position. If, in the judgement of the Engineer, the sheeting or supports furnished are inadequate or unsuited for the purpose, he may order such sheeting or bracing to be replaced or additional sheeting and bracing to be installed. Any sheeting and bracing ordered and so installed for such purpose shall be furnished and installed at the expense of the Contractor. Whether or not the Engineer orders any additional sheeting or bracing to be installed or unsuitable sheeting or bracing to be replaced, the Contractor shall be solely responsible for the adequacy of all sheeting and bracing. In general, all sheeting and bracing, whether of steel, timber of other material, used to support the sides of trenches or other open excavations, shall be withdrawn as the trenches or other open excavations are being refilled. That portion of the sheeting extending below the top of a pipe or sewer shall be withdrawn, unless directed, before more than six inches of earth is placed above the top of the pipe or sewer and before any bracing is removed. The voids left by the sheeting shall be carefully refilled with selected material and rammed tight with tools especially adapted for the purpose, or as otherwise approved. The Engineer may order the. Contractor to delay the removal of sheeting and bracing, if, in his judgement, the installed work has not attained the necessary strength to permit placing of backfill. If, to serve any purpose of his own, the Contractor files a written request for permission to leave sheeting or bracing in the trench or exaction, the Engineer may grant such permission, in writing, on condition that the cost of such sheeting and bracing be assumed and paid by the Contractor. In case sheeting is left in place, it shall be cut-off or driven down as directed so that no portion of the same shall remain within 12 inches of the finished street or ground surface. 02200-7 11. Backfilling Backfilling around structures shall not be commenced until directed by the Engineer. Backfill around structures may be placed by machine, provided the work shall be done carefully to prevent damage to the structure. In no case shall backfill materials be allowed to fall directly on a structure until at least 12 inches of hand placed material has been placed thereon and compacted. Backfill around structures shall be deposited in horizontal layers not more than one foot in thickness and shall be compacted to prevent settlement. All excavations shall be backfilled to the original surface of the ground or to such other grades as may be shown, specified or directed. Backfilling shall be done with suitable excavated materials, approved by the Engineer, which can be satisfactorily compacted during refilling of the excavations. In the event the excavated materials are not suitable, special backfill obtained from approved borrow pits shall be used for backfilling. Frozen earth shall not be used for backfilling. Backfilling shall be subject to Density Control. 12. If the soil is suitable, in the opinion of the Engineer, Proctor needle tests may be substituted for the field control samples. In such event, the development of the compaction curves shall include a calibration for the needle test, and the Contractor shall furnish a needle and suitable needle points for field use. For embankments, one test will be taken for approximately every 500 cubic yards of material placed unless field conditions dictate that additional tests are required. Each layer of material shall be thoroughly tamped or rolled to the required degree of compaction by sheepsfoot or pneumatic rollers, mechanical tampers, or vibrators, unless a satisfactory compaction is obtained by the travel of trucks and earth moving machines. Successive layers shall not be placed until the layer under construction has been thoroughly compacted. Trucks or other heavy equipment shall not be operated over pipelines until a minimum of 24 inches of backfill above the crown of the pipe has been placed and properly compacted by tampers or other approved methods. Operation of any construction equipment over the pipe, regardless of the depth of backfill should be done with care and at the Contractor's risk. 02200-9 Where required, the contcontractorshall, at his own expense, add su sufficientwater during rolling and tamping to assure complete con lida ion of . fill material- If, due to a rain or other causes the material is too wet for satisfactory cm i n, it shall be allowed ry as re iced before compaction. SPECIFICATION 02215 RIP RAP general 02215-1 Work required in project includes Rip rap for slope protection. 2. Duality Standards Contractor shall furnish and install Class 1 rip rap which complies fully with the requirements of N.C. Department of Transportation's Standard Specifications for Roads and Structures. The Contractor may use any rock which is excavated during construction for rip rap if he performs adequate tests to prove that the rock complies with the N.C. Department of Transportation's requirements for Class 1 rip rap. Materials Provide stone which is durable and of such quality that it will not disintegrate on exposure to water to weathering and free from structural fractures and defects. Insure stone does not contain shale, unsound sandstone, or other material which will readily disintegrate. Provide stone graded within limits specified for Class 1 rip rap. 4. Installation Foundation Preparation. Place rip rap on areas trimmed and dressed to conform to cross sections indicated with tolerance of two (2) inch from theoretical slope lines and grades. Bring areas below allowable minus tolerance limit, to grade by filling embankment material similar to adjacent material. Compact to density specified for backfill. Do not place any stone material on prepared base prior to inspection and approval to proceed. Placing. Place rip rap on prepared foundation within limits indicated. Place on prepared base to produce a well -graded mass of rock with minimum particle percentage of voids, to required thickness and grades. Place to full course thickness at a single operation to void displacing the underlying material. Do not place stone in layers. Distribute larger stones and the entire mass in final position, roughly graded to conform to approximate gradation 022152 specified. Insure finished rip rap is free free objectionable pockets of smaller stones or cluster of larger stone. Hand place and rearrange individual stones as necessary to obtain a reasonably well -graded distribution. Insure a final tolerance of within three (3) inches from indicated slope and grade lines. Insure that neither tolerance extreme is continuous over an area greater than 200 sq. ft. Distribute stones throughout the mass by selective loading at quarry. Do not place stone by dumping into chutes or by similar methods likely to cause segregation. Place stone protection in conjunction with enoankment construction of toe as necessary to prevent mixture of embankment and stone protection materials. Maintain stone protection until accepted, replace any displaced material to lines and grades shown. PECIFICATION 02260 TCPSOILING AND FINISHED GRADING General 02260-1 This section includes finished grading and topsoiling and applies to all areas within limits of grading and all areas outside limits of grading which are disturbed in the course of the work. 2. Ouality Standards Finish grading tolerance: 0.1 FT plus/minus from required elevations for bottom of basin, top of berm, and overflows structure. Materials Topsoil: Original surface soil typical of the area, capable of supporting native plant growth. A. Use existing topsoil stockpiled under Specification 02100. B. Verify amount of topsoil stockpiled and determine amount of additional topsoil, if necessary, to complete work. General 02270-1 This section includes the furnishing and installation of all soil erosion and sediment control items, including but not limited to sediment basins, earth berms, silt fences, seeding, sediment traps, stone filter, swales, straw bales, interceptor dikes, etc., as shown on drawings and as specified, in accordance with provisions of the Contract Documents, and completely coordinated with work of all other trades. Erosion control methods shall comply with City of Charlotte Engineering Department sediment control standards and specifications, and follow the North Carolina Administrative Code, Title 15, Chapter 4, Sedimentation Control. The Contractor shall have the sole responsibility of furnishing all labor, materials, equipment, service, supplementary or miscellaneous items and appurtenances and devices incidental to or necessary for complete soil erosion and sediment control. 2. DESCRIPTION OF PROJECT AREAS Refer to Contract Drawings. SEDIMENT CONTROL MEASURES The Contractor shall provide sediment control measures in the locations shown on the Contract Drawings and as required as construction progresses. Contractor shall make provisions to provide and implement the following measures for sediment control. A. A permanent vegetative cover shall be established on all disturbed areas except those areas which, due to poor drainage or other conditions, will not support a vegetative cover. Cover is to be established within 30 days of completion of construction except in instances where Contractor is unable to continue his work without moving equipment across the undisturbed area. These areas shall be mulched to prevent erosion until work progresses to the point where access to the construction site can be gained without moving equipment across the disturbed area. The area should 02270-2 then be imediately seeded, fertilized, and mulched in accordance with Section 02485. Discharge from dewatering operations shall not be pumped directly onto the ground where it will result in siltation of nearby watercourses. The discharge may be pumped to low-lying flat areas where sediment will settle out, filtered through a gravel bed or discharged into a settling pond where noticeable sediment would be allowed to settle before release to a watercourse. C. Silt fences shall be provided as directed by the Engineer in areas shown on the plans. The silt fences shall be installed prior to beginning construction and shall remain in position until satisfactory vegetative cover has been established and the Engineer has approved its removal. The silt fences shall be constructed in compliance with Charlotte/Mecklenburg Standard 30.06. The Contractor shall repair any silt fence which is damaged or deteriorated at his own expense. Time CO Transfer 02 Flow ency vs. INTRODUCTION This report presents the results of the treatability study performed in order to assist in the design of a pH control system for the NPDES permitted lime pond seepage collection/treatment basin. The basin is located at the National Welding Supply Company, Inc., Old Dowd Road facility in Charlotte, North Carolina (National Welders). The study evaluated the use of carbon dioxide (CO2) for pH control. Data collection and evaluation included CO2 requirements, CO2 transfer efficiency and calcium carbonate sludge production at various rates of CO2 addition. Pilot studies were performed at the National Welders facility on September 2, 1992. METHODOLOGY The pilot tests were performed by bubbling CO2 gas at various flow rates into a 92-liter container of high pH (approximately 12 s.u.) seepage. The test apparatus is presented in Figure 1. A CO2 gas cylinder, pressure regulator and flowmeter were supplied by National Welders. The CO2 gas was introduced using a coarse - bubble diffuser constructed from 1-inch diameter, schedule 40 PVC pipe. Water for the tests was obtained directly from the I me storage pond at the site in order to simulate worst -case conditions. FIGURE T A total of three (3) tests were performed at CO2 flow rates of 5, 15 and 30 cfh. During each test the test water was continuously monitored for pH using a pH of 8.75 s.u. as the target pH value. Samples were also collected for alkalinity, hardness and TSS before CO2 addition. A TSS sample was collected immediately after achieving the target pH (completion of CO2 addition) in order to determine solids production. The test water was then allowed to settle for one (1) hour before collecting samples for alkalinity, hardness and TSS. aJ RESULTS AND DISCUSSION The results of the three (3) CO2 addition tests are summarized in Table 1. The analytical results of the tests are included in Appendix A. For full-scale design purposes, gas flow rates used in the study were normalized by converting from units of cubic feet per hour (cfh) to units of standard cubic feet per hour per gallon of water treated (scfh/gal). In all three (3) tests, the neutralization reaction was complete in approximately 30 minutes or less. The pH versus time relationship for each test is given in Figure 2. In all three (3) of the tests the decrease in pH was very slow initially until a pH of approximately 11 was reached. As expected, the time period required to reduce the pH of the seepage was dependent on the CO2 flow rate. The transfer efficiency, in terms of equivalents of CO2 required per equivalent of alkalinity reduced, was found to decrease with increasing gas flow rate. This relationship is illustrated in Figure 3 for the gas flow rates used in the study. A maximum transfer efficiency of approximately 50% was obtained at a flow rate of 5 cfh or 0.22 scfh/gal. Transfer efficiencies determined in this study are conservative for design purposes. Since gas transfer efficiency increases with increasing diffuser depth, it is anticipated that transfer efficiencies at a given gas flow rate will be greater at water depths greater than the 20 inch depth in the test reactor. Transfer efficiency calculations are presented in Appendix A. Sludge production can be estimated based on the reduction in hardness of the test water by assuming 1 mg/L of CaCO3 precipitate produced per 1 mg/L (as CaCO3) of hardness precipitated. Sludge production was also determined experimentally by measuring total suspended solids (TSS) before and after CO2 addition. The results from both of these methods are compared in Table 2. This discrepancy may be due to sampling or analytical error. The calculated solids production (17.0 lb/1000 gal) is more conservative for use as a basis for full-scale design. Sludge production calculations are presented in Appendix B. SUMMARY Based on the results of the pilot testing, a CO pH control system should enable adequate control of pH in the proposed seepage collection/treatment basin. From data collected during the pilot testing, the design criteria for the pH control system have been developed and are presented in Table 3. System design criteria calculations are presented in Appendix B. The CO2 usage rate of 24.5 lb/1000 gallons of seepage was estimated assuming a conservative. CO transfer efficiency of 30% and an alkalinity reduction of 2000 mg/L. The average CO2 usage (lb/day) was estimated based on the 24.5 lb/1000 gallon usage rate and the permitted monthly average seepage/stormwater flow rate of 14,300 gpd. A design CO flow rate of 52.4 scfm was calculated based on the CO2 flow rate of 0.22 scfh/gal used in Test No. 2 of the pilot study and a volume of 14,300 gallons (one day's flow). At this flow rate the volume of water collected over a one -day period can be neutralized in approximately 30 minutes assuming conditions similar to those in Test 2. TREATMENT SYSTEM DESIGN CONSIDERATIONS The primary functions of the proposed treatment system will be to collect high pH seepage and stormwater associated with the lime storage basin, provide a reservoir for water to be used in the lime recovery operation, and provide pH neutralization and solids separation for the collected water prior to intermittent manually controlled discharges to the tributary of Taggart Creek. Discharges to the tributary may occur when the lime recovery system is out of service for a prolonged period. Normally the collected seepage and stormwater will be used in lime recovery operations and the water level in the treatment basin will be minimized. The current effluent limitations in the National Welders NPDES permit (NC0079758) include flow (0.0143 MGD monthly average), total suspended solids (30 mg/L monthly average and 45 mg/L daily maximum), and pH (6.0 s.u. - 9.0 s.u.).
