Mitigation Banking Instrument (MBI) and Mitigation Plan Review and Comments

The Division of Water Quality (DWQ) has reviewed the MBI and Mitigation plan for the above -
referenced site. The site appears to be an excellent candidate for non - riparian wetland
restoration and enhancement, and DWQ concurs with the proposed site improvements,
monitoring activities and performance standards.
Based on this review, our comments are as follows:
1) Service Area: The proposed primary service area is the Lower Neuse HUC (03020204). The
Sponsor proposes case -by -case approval to provide non - riparian wetland mitigation for impacts
in an adjacent HUC (Bogue -Core Sound White Oak; 03020106).
Should USACE determine that the proposed bank can provide suitable mitigation credits for
impacts within 03020106, DWQ recommends that credits from the Brice Creek Wetland
Mitigation Bank not be used for impacts in the Carolinian Barrier Islands and Coastal Marshes
(Level IV Ecoregion 63g), as these are substantially different than the Carolina Flatwoods (63h)
in which the site is located.
Please note that DWQ reserves the right to provide additional comments during review of the
401 Water Quality Certification application.
