1988 SOC entererd into to address bypass issue
Poposal to expand to 3.4 million gallon plant
1990 Trevor Clements does study on Calico Creek...Finds low DO conditions attributable to
CBOD, NH3...Findings from study state removing discharge from Calico creek would
be the single most beneficial step that could be taken to improve conditions in the creek.
If removal of discharge not economically feasible, higher level of treatment
Fall 1996 Requests for speculative limits
Noverber 1996 Letter to Morehead City from APH stating "NO" expansion in Calico Creek in response
to request spec limit request.
4 county study planning with Craven, Jones, Onslow and Carteret Sought Ocean outfall
May 5, 1997 WiRO requests information on sewer projects and levels to which they have been built
out...unknown if response submitted...none in record.
Summer 1997 WiRO meet with staff of the town. Town agrees to prepare 201 plan in short order.
Oct 1997 Town request WLA at 2.5 MGD and 3.0 MGD.
Beginning in 1997 WiRO staff begin to require additional justification and information to approve sewer
lines because of flows.
November 1998 DWQ sends spec letter to Morehead city for 2.5 MGD plant.

Spec letter contains language informing of need to do EA and Alternatives Analysis
April 1999 Flow moratorium established per 15A NCAC .0223 (90% requirements need to be met)
February 2000 NPDES permit reissued. Expires July 2002. Cover letter contains wording that
serious look at alternatives will have to be done in next permitting cycle.
SOC submitted application in June 2001. Suggests doing I/I work and/or expanding WWTP.
Currently flows at this facility average about 1.5 MGD.
There is also 156,000 gallons of tributary flow that is not built out yet but permitted.
Facility asks for 170,000 flow allocation in SOC application.
Alternatives analysis MUST evaluate regionalization (including Atlantic Beach and Beaufort) and Non -
Discharge options whether this is done as part of a special order that is developed or to satisfy permit
application requirement. (open grounds? Croatan?)
Do staff have any Stormwater concerns that could be addressed as part of this process?
