In its current state,Bridge S882 is a 194-span structure that carries a single railroad track of the MCB Camp Lejeune—MCAS Cherry Point line over the White Oak River(tidal).The bridge has 193-spans each measuring 12'-6"±and a single navigable main span measuring 24'±at Span 150.The overall bridge length is 2436'-6"±,center-to-center of end bents. The out-to-out bridge width from curb to curb is 9'±.The bridge deck consists of open timber railroad ties(8"x 8")placed 1'-2"±on center.The superstructure consists of four W16x50 simple-span steel stringers.At the main span the longitudinal members are W33x141 painted steel girders. The substructure is comprised of two timber end bents with steel piling and 195 timber intermediate bents.Bents 150 and 151 are double bents located at the supports of the main 'channel'span.All the bents have five to seven 1'diameter timber piles.The piles at each bent are braced transversely and longitudinally by timber cross-bracing members.The bridge was severely damaged during recent storm events and will be removed and replaced in its entirety except for portions of the embedded piles which are to be cut off at the streambed or 1'-0"below the ground line on the channel banks. The replacement of the White Oak River railroad trestle will first involve the removal of the existing structure.A temporary work trestle bridge with extensions to access proposed piling locations will be installed with temporary driven piers adjacent and upstream of the existing White Oak River trestle.The temporary work trestle will cross the White Oak River and adjacent wetland complex with access on either side of the river.The temporary trestle will be used during the demolition and construction phases of the project and will be removed in their entirety upon completion of the project. Once the existing structure is removed,the construction of the replacement trestle will involve spanning the White Oak River and the associated wetland complex along both banks of the river.The permanent trestle support system will consist of 24-inch prestressed concrete piles that will be driven into the the wetland complex with an alternating layout of 5-pile bents and 10-pile bents every 37.5 ft for the length of the trestle.Within the channel of the White Oak River,4.5-ft diameter reinforced concrete dilled shafts(two per bent)in permanent steel casings will be installed.Proposed spans for the trestle are 37.5 feet wide,which will provide 33 feet of horizontal clearance in the river channel. The permanent trestle will also be constructed with a concrete closed ballasted deck with ballast curbs,which is industry standard and allows for better load distribution and better structure longevity.The proposed bridge deck is 20 feet wide with 10 feet draining to each side(normal crown).Scuppers(slots in the ballast curb)will be spaced approximately 6 feet apart along the length of the trestle(actual spacing will depend on the final location of bridge support beams and expansion joints).At this 6-foot spacing,the flow from each drain has been calculated to be 0.005 cubic feet per second(cfs);therefore,a very low amount of stormwater will discharge from each scupper.The proposed bridge grade across the wetland and White Oak River is 0%(flat)at approximate elevation 14.3 feet.Mean high water(MI-NV)is at elevation 1.1 feet;therefore,deck drains will be approximately 13.2 feet above MI-NV. This elevation combined with the low amount of stormwater drainage cfs from each scupper would be considered diffuse flow. The replacement of the existing White Oak River railroad trestle will reduce the overall number of required spans from the current structure of 194 to the proposed trestle 66.This will also reduce the number of support pilings needed for the structure and allowfor the increase in span distance between bents from 12.5 to 37.5 feet.The existing navigational opening will be increased from 24 to 37.5 feet. The existing Queen Creek Trestle Bridge(Bridge S880)is a three-span structure that carries a single railroad track of the CL-CP line over Queen Creek.All spans are approximately 20'-4"±for a total bridge length of 61'±.The out-to-out bridge width is 10-feet.The bridge superstructure is a steel girder configuration with two 33"high steel W-beams.The deck consists of 8"x 8"open timber railroad ties with timber curbs on both sides. The substructure is comprised of two end bents with flared steel sheet pile wing walls and two intermediate pier bents.The end bents consist of a steel W-beam cap with an unknown number of buried piles.The intermediate bents consist of a 15"steel W-beam cap founded on four 11.5"x 12"steel H piles.All piles of the intermediate bents have a partial height concrete jacket encasement from just above the cross-bracing connection to 1'below the waterline. The bridge will be removed and replaced in its entirety.No permanent impacts to aquatic features are proposed with the replacement of the Queen Creek Trestle.The proposed replacement bridge will consist of a 3-span trestle supported by driven 24"square prestressed concrete piles will be used for the interior bent substructure foundations found on the channel banks(five piles per bent).The replacement structure will include space for one track on the current alignment to match the existing condition with a 3'-0"wide walkway with railing along one side of the bridge.A closed ballasted concrete deck system that is 16'wide,with 8'draining to each side is proposed for this structure. 4j.Please upload project drawings for the proposed project. Permanent and temporary impacts will occur to Wetland WC at Permit Site 1.The fill slope along the northern extent of the railroad will need to be widened to accommodate a raise in grade for the replacement White Oak River Trestle.The widening of the fill slope will result in approximately 0.05 acres of permanent fill to Wetland WC.An additional 0.06 acres of Temporary Impacts will result from Hand Clearing that will be needed for equipment access to widen the slope and install ditch outlet protection.Upon completion of the project,any temporary disturbance to Wetland WC will be restored to preconstruction conditions. Temporary impacts to Wetland WA and WC will occur at Permit Site 2 resulting from 127 temporary 3ff diameter steel driven piles for the installation of temporary work trestles need to provide access for the removal and replacement of the White Oak River Railroad trestle.There will be 125 temporary piles driven in wetland WA(883.8 square feet or approximately 0.019 acres)and two temporary piles driven in wetland WC(14.1 square feet or <0.001 acres).Total temporary wetland impacts from temporary driven piles will be 0.02 acres.Upon completion of the project,these temporary trestles will be removed and any disturbance to Wetland WA or WC will be restored to preconstruction conditions. Permanent and temporary impacts will occur to Wetland WD at Site 4.The fill slope along the eastern end bent of the railroad trestle will need to be widened to tie the trestle back into the existing railroad grade.The widening of the fill slope in this area will result in approximately 0.01 acres of permanent fill to Wetland WD.Additional Temporary Impacts in the form of hand clearing will be needed for equipment access to widen the slope. The replacement of the White Oak River Railroad Trestle will result in Permanent and Temporary Impacts to the White Oak River. Permanent impacts at Permit Site 3 will occur to the White Oak River resulting from the installation of eighteen(18)4.5 ft diameter piers resulting in 286.2 square feet or approximately 0.007 acres of open water impact.These piers will be installed into the White Oak River using the drilled shaft method.**Pending final constructability models,the piers to be installed utilizing the drilled shaft method may be replaced with driven piles.**The remaining pilings required for the permanent replacement railroad trestle structure will be driven piles that will be installed into the White Oak River and adjacent wetlands. Temporary open water impacts to the White Oak River will result from the installation of 51 3ft diameter steel driven piles for the installation of temporary work trestles need to provide access for the removal and replacement of the White Oak River Railroad trestle.The driven temporary piles will amount to 360.6 square feet or approximately 0.008 acres of temporary open water impacts.Upon completion of the project,these temporary trestles will be removed and any disturbance to the White Oak River will be restored to preconstruction conditions. E. Impact Justification and Mitigation 1.Avoidance and Minimization 1a.Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: Streams and wetlands were delineated on site to provide location of sensitive areas in the vicinity of the project.The replacement trestle and associated components were then designed to avoid or minimize impacts to these these sensitive areas to the maximum extent practicable.The bridge will be replaced on existing alignment which will avoid impacts from new construction on new location.The rail line will be closed during construction which will avoid having to construct a temporary detour bridge.Temporary laydown areas and construction access points were determined after stream and wetland delineations were completed and were selected in areas that would avoid additional impacts to waters. Regulatory agencies were notified early on in the project development process.Initial coordination with regulatory agencies was carried out in October of 2020,once the decision to move forward with the project was finalized.Opportunities were given to agency representatives to express concern about various aspects of the bridge replacement.Because the project is part of an existing rail line there was limited opportunity to explore alternative options for bridge location.The bridge was designed to avoid and minimized impacts to streams and wetlands to the maximum extent practicable.The existing trestle crosses the White Oak River at almost a 90 degrees.The replacement bridge will be on the same location. Due to the project's proximity to sensitive coastal areas,including coastal waters,an Essential Fish Habitat Assessment was completed to address the potential impacts to sensitive aquatic species and their habitat.It is attached to this document. 1b.Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Hand clearing will be used instead of mechanized clearing where needed to access for construction,specifically around the areas needed to widen the railroad base on either side of the replacement trestle.This will minimize impacts to wetland areas. Temporary work bridges,as shown in the project drawings,will be utilized to elevate work equipment needed for the replacement project to avoid impacts to the White Oak River and surrounding wetlands that would otherwise occur from equipment access. An erosion and sediment control plan will be approved by NCDEQ prior to commencement of construction activities.The utilization of the existing bridge alignment will reduce final overall impacts and eliminated the need to impact undisturbed areas.Temporary work trestles will be installed to provide access to required construction areas for the installation of the bridge structure while eliminating the need for construction equipment to continually cross sensitive wetland habitats along the White Oak River. All in-water work will be conducted in strict adherence to in-water work moratoria established by regulatory agencies to account for managed aquatic species. General Best Management Practices and Spill Prevention and Control measures will be utilized during construction activities: Proper housekeeping,maintenance of equipment,and containment of fuels and other potentially hazardous materials would be implemented.Spill control kits would be provided at the work site to facilitate spill response. Water-based equipment would be cleaned and cleared of polluting substances prior to use.Equipment would be subject to daily inspections for cleanliness and leaks.If a leak is detected,the equipment would not be used until the leak is repaired and equipment cleaned.Hydraulic fluids would be vegetable based.Refueling of equipment would only be permitted at approved fueling facilities.All trash would be secured to ensure it does not enter adjacent surface waters.Any floating debris generated would be retrieved.Retrieved debris would be disposed of at an upland disposal site. No petroleum products,chemicals,or other toxic or harmful materials shall be allowed to enter surface waters.Wash water resulting from washdown of equipment or work areas shall be contained for proper disposal and shall not be discharged unless authorized. Equipment that enters surface waters shall be maintained to prevent any visible sheen from petroleum products.No oil,fuels,or chemicals shall be discharged to surface waters or onto land where a potential for re-entry into surface waters exists.Fuel hoses,oil drums,oil or fuel transfer valves, fittings,etc.shall be checked regularly for leaks.Materials would be maintained and stored properly to prevent spills.No cleaning solvents or chemicals used for tools or equipment cleaning shall be discharged to ground or surface waters. 2.
