Dear Mr. Hennessy:
The purpose of this letter is to transmit a renewal request Notice of Intent (NOI) for continued
coverage under NCG560000 to discharge pesticide products by our principal business unit Duke
Energy Carolinas, LLC.
Duke Energy Carolinas, LLC has assessed its need for continued coverage under General Permit
NCG560000. This assessment involved an evaluation of our company's usage of pesticide
products, our principal business entities that exert control of the application of pesticide products,
and our organizational structure that aligns the decision -makers exerting financial control with the
principal business units.
We have concluded that there are three principal business entities in Duke Energy Carolinas, LLC
which each warrant an evaluation of the discharge of pesticide products in regard to exceeding
one or more of the applicable annual treatment area thresholds found in Table 1 of NCG560000.
These entities are:
Duke Energy Carolinas, LLC (Transmission & Distribution) - controlling transmission and
delivery of electricity in North Carolina.
Duke Energy Carolinas, LLC (Generation) - controlling power generation (fossil, hydroelectric,
nuclear, combustion turbine, and renewable generation plants) in North Carolina.
Duke Energy Carolinas, LLC (Business Services) — controlling real estate, land and lake
management in North Carolina.

Pesticide management activities within these principal business entities include:
Transmission & Distribution — Discharges of pesticide products into waters of the state exceed
the applicable annual treatment area thresholds found in Table 1 of NCG560000. Typical
activities include vegetation management along transmission and distribution right-of-ways,
substations, switchyards and similar areas associated with the Transmission & Distribution
systems. Therefore, the enclosed NOI is for continued coverage under NCG560000 for this
business entity. The pesticides application areas are generally depicted in Attachments A —
Transmission Vegetation Management Areas and Attachment B - Distribution Vegetation
Management Areas.
Generation - Discharges of pesticide products into waters of the state and not already authorized
by individual NPDES permits most likely will not exceed one or more of the applicable annual
treatment area thresholds found in Table 1 of NCG160000. Typical activities include terrestrial
vegetation management along fences, internal roadways, power blocks, riprap areas around
intakes, dikes, spillways, substations, switchyards, parking areas and similar areas associated
with the power generation systems. There is also aquatic vegetation management associated
with hydroelectric facilities. Since these Generation based activities may not exceed the
applicable annual thresholds, we are including these activities as "Discretionary" in this NOI. The
pesticides application areas are generally depicted in Attachments C — Generation Facilities.
Business Services - Discharges of pesticide products into waters of the state are made for
Mosquito and Other Flying Pest Control, Aquatic Nuisance Animal Control and Intrusive
Vegetation Control (aquatic weed / algae and terrestrial vegetation). Since these Business
Services based activities may not exceed the applicable annual thresholds, we are including these
activities as "Discretionary" in this NOI. The pesticides application areas are generally depicted
in Attachments C — Generation Facilities and Attachment D — Reservoirs & Water Bodies.

North Carolina General Statute 143-215.6B provides that:

required to be maintained under Article 21 or regulations of the Environmental Management Commission implementing that Article, or who falsifies,
tampers with or knowingly renders inaccurate any recording or monitoring device or method required to be operated or maintained under Article 21 or
regulations of the Environmental Management Commission implementing that Article, shall be guilty of a misdemeanor punishable by a fine not to
exceed $25,000, or by imprisonment not to exceed six months, or by both. (18 U.S.G. Section 1001 provides a punishment by a fine of not more
than $25,000 or imprisonment not more than 5 years, or both, for a similar offense.)
This Notice of Renewal Intent does NOT require a separate fee.

This Internal Correspondence authorizes the Manager of the Carolinas Permitting &
Compliance Group to act on behalf of Duke Energy Carolinas, LLC and Duke Energy
Progress, LLC, with respect to signature and decision responsibilities related to Duke
Energy pesticides regulatory programs.
This delegation applies to signature authority associated with Federal, State, or Local program
activities for pesticides -related permit applications, reporting obligations, certifications,
Pesticides Discharge Management Plans (PDMPs), and/or other pesticides related program
responsibilities.
This delegation does not grant signature authority for any non-compliance related documents
such as correspondence related to Notices of Violations (NOVs), Notices of Deficiencies
(NODs), Notices of Intent to Enforce or similar enforcement related documents. These
documents are to be referred to, reviewed by, and executed by appropriate and authorized Duke
Energy business unit representatives.
This document supersedes all past water related signature delegations.
