1981: renewed w/ Secondary Limits; note on WLA, "now, 'City of Laurinburg'"
1986: reissued w/ Secondary Limits and fecal coliform limit; copies of chemical analysis, (looks like petroleum products) but no
explaination as to need or use)

This discharge is officially Permitted to the City of Laurinburg; Libbey - Owen Ford has a seperate Permit [NC0049514] for their
Industrial discharge. Discharge is averaging approximately 1/3 of Permitted quantity and is displaying treatment levels better than
Advanced Secondary to almost Advanced Tertiary on a regular, consistent basis.
Mapping from the 1991 WLA notes indicates that many dischargers exist in this area. Per Staff Report; "[t]he discharge from this
package treatment plant goes into Libby - Owen - Ford's process discharge line which goes into their cooling water pond, which
discharges only occasionally to Big Shoe Heel Creek."

US 74 at the junction of SR 1611 in Scotland County. The wastewater
treatment plant is at the rear of the property.

septage was disposed. The company has been advised that this was
unacceptable. The company is now pursuing disposal by land
