Division personnel have reviewed and approved your application for renewal of the subject
permit. Accordingly, we are forwarding the attached final NPDES discharge permit. This permit is
issued pursu t to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency dated ay 9, 1994 (or as subsequently amended).
Please note that the Total Residual Chlorine ("TRC") monitoring and limit has been
removed from this final permit. At the request of Libby -Owens -Ford Company, the TRC
monitoring and limits will be added to NPDES permit NC0049514.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within
thirty (30) days following receipt of this letter. This request must be in the form of a written
petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the
Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-
6714). Unless such demand is made, this permit shall be final and binding.
Please take notice that this permit is not transferable. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or
permits required by the Division of Land Resources, Coastal Area Management Act, or any other
Federal or Local governmental permits which may be required.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked, and as of this issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the
permit conditions, requirements, terms, and provisions included herein.
The City of Laurinburg is hereby authorized to:
1. Continue to operate an existing 0.030 MGD wastewater treatment facility with the following
components:

• Extended aeration
• Aerobic sludge digestors

This facility is located at the Pilkington North American WWTP east of Laurinburg on U.S.

writing this letter in response to the letter I received from your office on March 24,

2004, which stated that the renewal request did not include a sludge management plan.
The sludge management plan for Pilkington North American (PNA) or formerly Libbey
Owens Ford Permit NC0021661 includes a sludge holding tank at the wastewater plant
with a 1,090-gallon capacity. Over the last 5 years we averaged pumping the tank every
18 months. Once the tank is pumped out the sludge is incorporated into the land
application permit at Leith Creek Wastewater Treatment Plant. (Permit # WQ0002526)
Therefore,i worst cast scenario, if we had to pump it once a year there would be
approximately 5 purup and haul events for a total of 5,000 gallons and the percent solids
of2&5%.
